The scope of work includes:  This requirements contract is to furnish and install slurry seal on residential and arterial/collector streets within the City of Fresno. The Contract term is for one (1) year, with provisions for four (4) one-year extensions.  

The Annual Estimated Requirements Allocation for this project is $2,300,000.00.

Bids will be submitted electronically or by paper only not via Fax.

A Bid Deposit, which can be provided separately, in the amount of fifty thousand dollars ($50,000) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. Bidders are advised that as required by the Fresno Municipal Code, the City of Fresno is implementing new National Targeted Worker requirements for public work of improvement contracts over $200,000. The mandatory participation level for National Targeted Workers is 15%.

No bid will be considered for award unless the Bidder at the time of bid opening, is licensed with a valid Class “A” or “C-12”  Contractor’s License issued by the State of California.

NOTICE OF PUBLIC COMMENT PERIOD AND PUBLIC HEARING FOR THE ADOPTION OF THE  2020-2021 CDBG ANNUAL ACTION PLAN AND AMENDMENT OF THE 2016-2020 CONSOLIDATED PLAN 

The City of Clovis will have the 2020-21 Annual Action Plan for the Community Development Block Grant (CDBG) Program available for public review and comment beginning April 3, 2020.  The Annual Action Plan will be available for review during a 30-day comment period ending at the close of business on May 4, 2020, on the City of Clovis Web Site at www.cityofclovis.com. 

In addition, the City of Clovis intends to amend its 2016-2020 Consolidated Plan to expand the description of both the Housing and the Economic Development Goals detailed in the Plan to state the following (amended language is underlined):

·         Housing – To be used to improve the quality of owner-occupied units, increase multi-family units for low- to moderate-income households, support transitional and permanent housing for homeless persons, support regional efforts to end chronic homelessness, and prevent homelessness by providing interim assistance payments to low- to moderate-income households.

·         Economic Development – To be used to support projects and businesses that create and retain jobs for low- to moderate-income persons.

By this Notice, the City of Clovis invites parties that have an interest in the proposed amendment or may be impacted by the amendment to provide written or oral comments. Comments must be received by the close of business on May 4, 2020, Comments received by the deadline will be included as a part of the public hearing. 

A public hearing for both actions will be held on May 4, 2020, at 6:00 p.m. in the City of Clovis Council Chambers located at 1033 Fifth Street in Clovis.  Citizens may provide their views and comments on the new proposed amendment to the Consolidated Plan and the proposed use of CDBG funds for the 2020–2021 program year.  The 2020-2021 CDBG allocation from the U.S. Department of Housing and Urban Development (HUD) is $750,024.00.  In addition, $122,731.00 in project savings from the previous funding year are being included.  The proposed use of funds for the 2020-2021 program year are as follows:

AVISO DEL PERÍODO DE COMENTARIO PÚBLICO Y AUDIENCIA PÚBLICA PARA LA APROBACIÓN DEL

PLAN DE ACCIÓN ANNUAL DE CDBG 2020-2021 Y ENMIENDA DEL PLAN CONSOLIDADO DEL 2016-2020

La Ciudad de Clovis tendrá el Plan de Acción Anual 2020-21 para el Programa de Subvención Global de Desarrollo Comunitario (CDBG, por sus siglas en inglés) disponible para revisión pública y comentarios a partir del 3 de Abril del 2020. El Plan de Acción Anual estará disponible para revision durante el periodo de 30 días y finalizara al cierre de negocio el 4 de Mayo de 2020, en el sitio web de la Ciudad de Clovis www.cityofclovis.com. 

Adicionalmente, la Ciudad de Clovis tiene la intención de enmendar su Plan Consolidado 2016-2020 para extender la descripción de los Objetivos de Vivienda y Desarrollo Económico detallados en el Plan para establecer lo siguiente (el lenguaje enmendado está subrayado):

Por este aviso, la Ciudad de Clovis invita a las personas interesadas o que puedan verse afectadas por la propuesta de la enmienda que formulen sus commentarios por escrito o orales. Los comentarios deben ser recibidos antes del cierre de negocio el 4 de Mayo del 2020. Los comentarios recibidos en el plazo de la fecha seran incluidos como parte de la audiencia pública.

Notice is here given that the Board of Supervisors of the County of Fresno has scheduled a hearing for Tuesday the 14th day of April, 2020, at the hour of 9:00 a.m. in the Board Room of said Board of Supervisors, Room 301, Hall of Records, 2281 Tulare St., in the City of Fresno as the time and place for holding a public hearing on the following matter:  Proposal to consider imposing a Transportation Mitigation Fees on G.S. Bath Inc., to mitigate transportation and circulation impacts of the proposed development.

Amendment Application No. 3808, approved by the Board of Supervisors on September 12, 2017, allowed the rezoning of a 22-acre parcel from the AL-20 (Limited Agricultural, 20-acre minimum parcel size) Zone District to a M-3(c) (Heavy Industrial, Conditional) Zone District, permitting a limited number of light manufacturing, general industrial, and heavy industrial uses. The subject property is located on the northwest corner of East Annadale Avenue and South Willow Avenue.
