Request For Proposals No. 3753

The City of Fresno is seeking proposals for PLC equipment replacement and integration services to upgrade existing PLC control systems within the Gas Conditioning Facility at the Fresno/Clovis Regional Wastewater Reclamation Facility (RWRF) at 5607 W. Jensen Avenue, Fresno, CA. This project will replace existing PLC controllers housed within the electrical control panels for the Zink Flare and Air Liquide equipment. The Contractor will install one HMI terminal in electrical control panel door and replace PLC controllers within the Balance of Plant (BOP) area.  The Contractor will also replace the existing Wonderware SCADA software with the Allen-Bradley (ROCKWELL) Factory Talk View SE SCADA software system. The ROCKWELL SCADA Software is provided by the City. The work will also require the Contractor to configure the ROCKWELL software functional for the application, upgrade existing Historian software, upgrade controller unit PLC’s including HMI and network configurations as necessary for system operation. All hardware listed in the Scope of Work shall be provided by the Contractor.

The City of Fresno (CITY) Airports Department (Department) is requesting Statements of Qualification (SOQ) from Construction Management at Risk (CMAR) firms to provide preconstruction and complete construction services related to the Fresno Yosemite International Airport Terminal East Apron Reconfiguration Project.  Firms and/or teams demonstrating an understanding of, and experience with CMAR and construction related services relevant to Terminal East Apron Reconfiguration Project are encouraged to participate. The CMAR will begin in an agency support role for preconstruction phase and may enter into a Construction contract with the City for construction of the project.  Prior to construction, the CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract.  The CMAR will be responsible for construction means and methods, and will be required to solicit bids from prequalified subcontractors to perform the work using an approved subcontractor selection process. The CMAR may also compete to self-perform work.
