NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
NOTICE OF PUBLIC REVIEW OF A PROPOSED MITIGATED NEGATIVE DECLARATION
NOTICE IS HEREBY GIVEN that the City of Clovis intends to adopt a Mitigated Negative Declaration for the Project described below. The Mitigated Negative Declaration will be considered by both the Planning Commission and City Council during public hearings, conducted in the Council Chamber of the Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. A separate public notice will be sent and posted prior to each hearing.
The Clovis Planning Commission and City Council will consider the following items:
A. Approve a Master Plan for Focus Area 7 in the General Plan, approximately 795 acres generally bounded by Nees Avenue on the South, Big Dry Creek on the west, Enterprise Canal on the east, and Shepherd Avenue on the north, commonly referred to as the Dry Creek Preserve.
B. Consider items associated with eight properties located at the northwest corner of Teague and Fowler Avenues. NOTICE INVITING SEALED BIDS
NEW SOURCE WELL COMPLETION AND DISTRIBUTION SYSTEM PROJECT
SEQUOIA UNION ELEMENTARY SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN that the Board of Trustees of the Sequoia Union Elementary School District (District) invites all and will receive sealed Bids at the office of the Engineer, 209 South Locust Street, Visalia, California, 93291, up to the hour of 2:00 p.m. on the 10th day of April, 2018, for the construction of a water supply and distribution system including a 12,000 gallon hydropneumatic tank, water well pump and discharge piping, supply and distribution pipelines, valves, appurtenances and connections to existing facilities and electrical equipment and wiring(Work).
The award will be made to the lowest responsive, responsible Bidder in accordance with these Contract Documents, but the District reserves the right to reject any and all Bids and waive minor discrepancies in the Bid.
Copies of the Contract Documents are on file and may be examined at the office of the Engineers. Plans and Specifications may be obtained from the office of the Engineers, Dennis R. Keller/James H. Wegley, Consulting Engineers, 209 South Locust Street, Visalia, California, 93291. A non-refundable charge of $75.00 will be required for each set of Plans and Specifications, which includes shipping. If electing to pick up a copy of the Plans and Specifications in person, a non-refundable charge of $50.00 will be required. Only contractors purchasing Plans and Specifications will be allowed to submit a sealed bid.
Work to be performed for the New Source Well Completion and Distribution System Project is funded by the State of California’s Safe Drinking Water State Revolving Fund Law of 1997, Agreement No. SRF13C102 and the State of California Department of Water Resources Safe Drinking Water Bond Law of 1988, Agreement No. E59510.
The successful Bidder shall produce the required Performance and Payment Bonds within fifteen (15) calendar days from the award of the Contract. The successful Bidder will be required to furnish a faithful Performance Bond in an amount equal to one hundred (100) percent of the Contract price and a Payment Bond in an amount equal to one hundred (100) percent of the Contract price, said bonds to be obtained from a surety company satisfactory to the District and insurance coverage in defined coverages and amounts.
Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum prevailing wage rates to be paid under the Contract, said items being contained in the Specifications. In accordance with the provisions of California Labor Code §§1770, 1773, 1773.1, 1773.2, 1773.6 and 1773.7, the general prevailing rate of wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in §1773.8, apprenticeship or other training programs authorized by §3093 and similar purposes applicable to the work to be done in the County of Tulare have been determined by the DIR Director. These wages rates appear in the DIR publication entitled “General Prevailing Wage Rates” and said wages are on file with the District and Engineer and are incorporated herein by reference. Interested parties can obtain the current wage information by submitting their requests to the Department of Industrial Relations, Division of Labor Statistics and Research, P.O. Box 42603, San Francisco, CA 94142, or on the World Wide Web at: http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm. The rates effective ten (10) days in advance of the Bid advertisement date will remain in effect for the life of the Work in accordance with the California Code of Regulations, as modified and effective.
In accordance with California Labor Code §§1771.1 & 1771.4(a)(1), a Contractor or Subcontractor shall not be qualified to bid on, be listed in the Bid Proposal (subject to the requirements of §4104 of the Public Contract Code), or engage in the performance of any work under this Contract, unless currently registered and qualified to perform public work pursuant to §1725.5 of the Labor Code. An unregistered Contractor may submit a Bid (as long as the Bid is authorized by §7029.1 of the Business and Professions Code or by §§10164 or 210103.5 of the Public Contract Code), provided the Contractor is registered to perform public work pursuant to §1725.5 of the Labor Code at the time the Contract is awarded. Prior to award of the Bid, the Contractor or Subcontractor shall provide proof of said current registration with the DIR to perform public work for the Sequoia Union Elementary School District. This Work is subject to compliance monitoring and enforcement by the DIR.
Contractors and Subcontractors must submit electronic certified payroll records, as provided under Labor Code §1776, to the Labor Commissioner. These records must be submitted on a weekly basis, or as required by statute, or by the DIR.
A time limit for the final completion of the Work of one hundred fifty (150) calendar days has been set and liquidated damages shall be assessed according to the Contract Documents for each calendar day thereafter that the Work is not completed.
A non-mandatory pre-bid conference will be held on March 30, 2018, at 10:00 a.m. at the District office, located at 23958 Avenue 324, Lemon Cove, CA 93244.
Prospective bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. In accordance with the provisions of California Public Contract Code §3300, the District has determined that the Contractor shall possess a valid A (General Engineering) Contractor’s license. Failure to possess said license at the time of award shall render the bid non-responsive and shall act as a bar to award of a contract to any Bidder not possessing said license.

PROPOSED VACATION OF A PORTION OF STREET EASEMENT AND PUBLIC UTILITY EASEMENT AT THE NORTHEAST CORNER OF COPPER AND MILLBROOK AVENUES
The Council of the City of Fresno, State of California, pursuant to the provisions of the Public Streets, Highways, and Service Easements Vacation Law, being Sections 8300-8363 of the California Streets and Highways Code, has adopted Resolution of Intention No. 1120-D to vacate a portion of East Copper Avenue at North Millbrook Avenue, and vacate a portion of a Public Utility Easement in Outlot A and Lots 1 through 4 of Tract Map No. 6099.
Resolution of Intention No. 1120-D sets the hour of 10:00 a.m. on April 5, 2018, in the Council Chambers in the Fresno City Hall, when all persons interested in or objecting to the proposed vacation may appear before the Council and offer evidence in relation thereto.
