NOTICE INVITING BIDS
Electronic bids will be received at the office of the Purchasing Manager of the City of Fresno for the following:
CLEANING OF DIGESTER #2 AND CLEANING/REHABILITATION OF DIGESTER #9 AT THE FRESNO-CLOVIS REGIONAL WASTEWATER RECLAMATION FACILITY
BID FILE NUMBER: 12401763
The scope of work includes but is not limited to; the dewatering and cleaning of two digesters, and rehabilitation of one digester at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF). The scope of work for the cleaning is part of a rotating maintenance program that was established to improve efficiencies. Digesters #2 (75 foot diameter) and #9 (105 foot diameter) will contain approximately 13 feet of accumulated solids consisting of sludge, sand and other debris normally found in wastewater digesters. The work under this contract is to furnish any and all necessary labor, materials and equipment for the removal of access hatches and cleaning of the digester, this generally includes but is not limited to screening of pumped digester sludge (capable of removing particles ¼ inch and larger), a dewatering process to remove water from the screened sludge resulting in a minimum of 20% bio solids by weight, and transferred to a designated staging area (the fluid separated during dewatering process will be deposited into a plant drain).Then, after the digester is emptied, any solids on the digester ceiling, walls, floors and equipment must be water blasted until clean as shown on the plans and specified herein. The scope of work for rehabilitation consists of coating of wall surfaces in Digester #9. The rehabilitation and coating is expected to include, as a minimum, removal of existing coating, a high pressure water cleaning sufficient to remove all loose concrete and concrete repair, if necessary, with an acid resistant cement or other acceptable product. The corrosion resistant protective coating shall be a spray on elastomeric polyurethane protective coating product. The intent is to allow the Bidder to install a coating system, concrete repair system, top coating, etc. to ensure a 20 year product life when installed in a wastewater environment. All materials shall be suitable for use with ambient air conditions containing H2S in a Wastewater Treatment Plant enclosed environment.
The Construction Allocation for this project is $1,200,000.

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.

REQUEST FOR INFORMATION (“RFI”):
All requests for information (“RFI”) must be submitted electronically via PlanetBids Question & Answer (“Q&A”) tab at PlanetBids by 2:00 pm on April 11, 2024. Questions submitted after this date will not be reviewed or answered.
BONDS AND INSURANCE:
Each Bid shall be accompanied by a Bid Bond as bid security secured from a California admitted surety company the form provided by the District in the Contract Documents (“Bid Security”). The amount of the Bid Security shall be at least ten percent (10%) of Bidder’s Total Bid Price, made payable to the State Center Community College District. The Bid Security shall be provided as a guarantee that within five (5) working days after the District provides the successful Bidder the Notice of Award, the successful Bidder will enter into a contract and provide the necessary bonds and certificates of insurance. The successful bidder will forfeit the Bid Security if the Bidder fails to comply. No interest will be paid on funds deposited with District.
The successful Bidder will be required to furnish a Performance Bond and a Labor and Material Payment Bond, from a California admitted surety company and, on the forms, provided in the Contract Documents, each in an amount equal to one hundred percent (100%) of the Contract Price.
Pursuant to Section 22300 of the Public Contract Code of the State of California, the successful Bidder may substitute certain securities for funds withheld by District to ensure its performance under the contract.
DEPARTMENT OF INDUSTRIAL RELATIONS (“DIR”):
The successful Bidder and all Bidder’s Subcontractors must pay all workers on work performed pursuant to a contract for the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California (“DIR”), for the type of work performed and the locality in which the work is to be performed, pursuant to sections 1770 et seq. of the Labor Code. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the Contract, as determined by Director of the DIR, are on file at the District’s administrative office. Prevailing wage rates are also available from the District or on the internet at (http://www.dir.ca.gov).
Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No Bid will be accepted nor any contract entered into without proof of the contractor’s and subcontractors’ current registration with the Department of Industrial Relations to perform public work. The Project is subject to compliance monitoring and enforcement by the DIR. The successful Bidder must post job site notices, as prescribed by regulation. The successful Bidder must comply with all requirements of Labor Code section 1771.4, except the requirements that are exempted by the Labor Commissioner of California (“Labor Commissioner”) for the Project. All Bidders must comply with the registration and compliance monitoring provisions of Labor Code section 1771.4, including furnishing its certified payroll records to the Labor Commissioner and complying with enforcement by the DIR.
DISTRICT’S RIGHT TO REJECT:
District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
Any claim by Bidder that its Bid contains an error, or request for relief from its Bid, made after the time for opening of Bids, must be made in compliance with Public Contract Code section 5100 et seq. Upon written request, Bidder may withdraw its Bid prior to the time for opening of Bids without forfeiting its Bid Security. Any request to withdraw a Bid must be executed by the Bidder or its duly authorized representative. Bidder’s withdrawal of its Bid does not prejudice the Bidder’s right to submit a new Bid before the time of Bid opening.

NOTICE OF WAREHOUSE LIEN SALE
I am an attorney at law retained to collect these debts. Any information obtained will be used for that purpose. NOTICE IS HEREBY GIVEN that the mobilehome described below will be sold as is at public sale on April 19, 2024 at the hour of 10:00 a.m., at Space 54, Alhambra 2 Mobile Home Park (Park) located at 7676 N. Fresno Street, Fresno, California in order to satisfy the lien claimed by the owner of the above mentioned mobilehome park for storage and other related charges incurred by Sharon L. Caldwell, Debra F. Woodring and Douglas Eugene Woodring. The Park’s claims are itemized below. The Park may participate in the public sale.

Per Diem storage fees will be charged at the rate of $50.00 until the unit is redeemed or sold at public sale whichever occurs first. The sale will be free and clear of all claims, liens and encumbrances of record except for possible liens of unpaid mobilehome registration fees and unpaid taxes, if any. The Park has deemed this unit and the tenancy to be voluntarily vacant. Presently there is no right to keep this unit on Space 54. However, after the sale is concluded, the Park may entertain offers of financial consideration from the buyer in exchange for granting the buyer permission to leave the unit on-site in the future. Any prospective buyer wishing to reside in the unit must qualify for that right via the application and approval process. If the management approves this unit to remain on Space 54, then the successful bidder will be responsible for discovering and correcting all violations of Community Rules and State Regulations. Details are available at the Park on-site office. In the event that a post-sale agreement re: future occupancy is not reached, then the Park reserves the right to require the removal of the mobilehome within 48 hours after the sale. Mobilehome dealers and/or commercial rehab & resale buyers must show proof of current licensure and sign a storage agreement. Prospective purchasers must tender a cashier’s check for the full amount of the purchase immediately at the conclusion of the sale. Except for the warranty that this sale is authorized by law, absolutely no warranties of sale are made. The Park reserves the right to postpone and reschedule the sale without further notice. This sale does not include any contents of the unit and the successful bidder is responsible for the lawful disposition of all remaining contents of the unit. The Registered Owner’s payment of the sums demanded by this Notice will not reinstate the tenancy (and sub-tenancy, if any) under a rental agreement in default.
NOTICE TO CONSUMER: The law gives you the thirty (30) days after you receive this Notice to dispute the validity of the debt or any part of it. If you do not dispute it within that period, I will assume the debt is valid. If you do dispute it – by notifying me in writing to that effect – I will, as required by law, obtain and mail to you proof of the debt.
The law does not require me to wait until the end of the 30 day period before proceeding to collect this debt. If, however, you request proof of the debt within the thirty (30) day period that begins with your receipt of this Notice, the law requires me to suspend my efforts (through litigation or otherwise) to collect the debt until I mail the requested information to you.
