NOTICE OF COUNTY’S PROPOSED ORDINANCE REPEAL BOARD OF SUPERVISORS

COUNTY OF FRESNO

NOTICE IS HEREBY GIVEN THAT the Board of Supervisors (the “Board”) of the County of Fresno will, on March 24, 2020, at the hour of 9:00 AM or as soon thereafter as the matter may be heard, in the Board Chambers, Hall of Records, Third Floor, 2281 Tulare Street, Fresno, California, 93721, consider the repeal of Ordinance No. R-483-3825. Pursuant to Executive Order N-25-20, the Board may meet telephonically. The public may nevertheless attend at the above location.

Following the July 26, 2018 recommendation from the Planning Commission, on October 23, 2018, the Board of Supervisors of the County of Fresno unanimously adopted Ordinance No. R-483-3825 and Resolution No. 18-381 (collectively, “Approvals”), amending the Fresno County General Plan and changing the zoning designation of two parcels described as Parcels 1 and 2 of Parcel Map No. 5610, recorded in Book 35 Page 25 of Parcel Maps, Fresno County Records (“Subject Properties”).  The Subject Properties are located on the east side of North Grantland Avenue, between North Parkway Drive and West Tenaya Avenue, approximately 180 feet southwest of the City of Fresno. The Approvals amended the designation of the Subject Properties in both the Fresno County General Plan and the Zoning Ordinance from rural residential to light industrial, limited to an animal hospital/shelter, and related uses.

As required by a Stipulation and Order approved on November 15, 2019 by Judge Jeffrey Hamilton of the Fresno County Superior Court, this Ordinance will repeal Ordinance No. R-483-3825, which would cause the designation of the Subject Parcels to their original designations in the Zoning Ordinance. This Ordinance shall take effect thirty days after its passage, if passed by the Board.

NOTICE INVITING PROPOSALS

The City of Fresno (City), California is seeking proposals from qualified Agencies who can demonstrate their expertise in community engagement as it pertains to the City’s

$66.5 million award from the Transformative Climate Communities (TCC) grant program to implement the Transform Fresno Project (Project).

On February 28, 2019, the City Council approved the Master Grant Agreement to implement the Project to include a comprehensive Community Engagement Plan (CEP). Through a community process, the Community Engagement Plan was approved by SGC on October 23, 2019. According to the CEP, tasks and sub-tasks were created in six different categories to accomplish the goals outlined within the CEP. This Request for Qualifications is for the Community Coordination Category where a Community Partner Agency will be hired to implement the tasks and sub-tasks identified in the scope of services that will facilitate community engagement for Transform Fresno throughout the five year grant term.

SCOPE OF SERVICES

Criteria for determining community engagement and outreach costs eligible for TCC funds can be found in the TCC program guidelines.

Implementation of the Data and Reporting category of the CEP, at a minimum, must align with the activities and tasks outlined in the final CEP, TCC guidelines, and the Master Grant Agreement.

Agencies must demonstrate a commitment to diversity and inclusion of all stakeholders, activities to inform and solicit community stakeholder input, and to engage community stakeholders throughout the implementation of the CEP. Agencies must demonstrate the use of inclusive and meaningful engagement methods that will address the barriers to participation as identified in the CEP. Agency must be familiar with the TCC Guidelines, Master Grant Agreement between the Strategic Growth Council and the City of Fresno, Memorandum of Understanding between the City of Fresno and each Project Partner; and Transform Fresno Community Area.

The Scope of Services for Data and Reporting is taken directly from the final Community Engagement Plan:

1)  Coordinate with Project Partners

a)  Broaden reach and build capacity of Project Partners through communications collaboration and engagement assistance

b)  Coordinate Community Engagement activities across Transform Fresno

2)  Coordinate with Evaluation Team

a)  Consolidate engagement metrics data tracked by Evaluation Team to supplement surveys and inform dashboard

3)  Produce semi-annual metrics reports

a)  Develop, implement, and report every six months on dashboard metrics for Community Engagement Plan

b)  Produce 8 semi-annual reports over the grant term

4)   Consolidate and analyze survey data

a)  Consolidate any survey data collected by Direct Outreach Partners and Community Engagement Plan related data collected by all Project Partners

b)  Create a database of Community Engagement Data

5)  Produce Annual Reports

a)  Provide narrative summary, major outcomes, and semi-annual metric reports

b)  Produce 4 annual reports over the grant term

6)  Produce Final Engagement Summary Report

a)  Similar to annual report, consolidating analysis over project term.

7)   Participate in on going meetings with to inform, update, and ensure all community engagement activities are completed on time and within budget.

a)  Under the direction of the Prime Community Partner and Program Implementation Managers, coordinate all activities outlined in this scope.

b)  Participate in monthly meetings with the Prime, Program Implementation Manager and other Community Partners.

c)  Attend and participate in quarterly Transform Fresno Community Meetings.
