NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN THAT the Board of Supervisors (“Board”) of the County of Fresno (“County”) will hold a public hearing on February 25, 2020 at 9:00 a.m. or as soon thereafter as the matter may be heard in the Board Chambers, Hall of Records, Third Floor, 2281 Tulare Street, Fresno, California, 93721, to consider and take action to adopt a  Resolution amending the Schedule of Drainage Costs and Fees for local drainage areas and Storm Drainage and Flood Control Master Plan pursuant to Section 17.64.050 of the Fresno County Ordinance Code.

CITY OF CLOVIS SUMMARY OF AN ORDINANCE 20-01 OF THE CITY COUNCIL OF THE CITY OF CLOVIS AMENDING SECTION(S) 6.5.102, 6.5.105, 6.5.106, AND 6.5.107 OF CHAPTER 6.5 OF TITLE 6 OF THE CLOVIS MUNICIPAL CODE RELATING TO THE CITY OF CLOVIS WATER SYSTEM

On February 3, 2020, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA, 93612, the Clovis City Council adopted an ordinance amending Sections of Chapter 6.5 of the Clovis Municipal Code relating to the City of Clovis Water System.  The purpose of the amendments are to implement requirements of California Senate Bill 998, approved in September of 2018. Health and Safety Code sections 116900-116926 (Discontinuation of Residential Water Service, collectively) require that “… an urban and community water system shall have a written policy on discontinuation of residential service for nonpayment”. Adoption of this ordinance will bring the code into compliance. This only applies to residential water service, and not for any other services provided by the City. In addition, certain language within the CMC relating to deposits, fees, and discontinuation need to be updated to conform to the new policy and to provide clarity in certain ambiguous areas. The ordinance was adopted by unanimous vote.

All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager and must be accompanied by a Bid Deposit in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount.  All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected.  Copies of Bid Deposits may be submitted electronically with the exception of a cashier’s check, which must be brought to the Purchasing Manager’s office and labeled accordingly with bid number.

The City of Fresno hereby notifies all Bidders that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity, status as a disabled veteran or veteran of the Vietnam era or on any other basis prohibited by law.

Furthermore, the City of Fresno hereby notifies all Bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, national origin, religion, age, or disability in consideration for an award.

The City will carry out applicable federal requirements in the award and administration of any contract awarded hereunder.  This is a federal project funded with financial assistance from the U.S. Department of Transportation, Federal Highway Administration (FHWA). 

Bidders are advised that, as required by federal law, the State of California has established a statewide overall DBE goal.  City of Fresno federal-aid contracts are considered to be part of the statewide overall DBE goal and the City is required to report to the California Department of Transportation (Caltrans) on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. 

Bidders are advised that, as required by federal law, the City of Fresno is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE).  The DBE goal for this Project is Thirteen PERCENT (13%).  DBE participation shall be calculated on the basis of the Total Net Bid Amount and on all possible combinations of the Base Bid plus Add Alternate(s), if applicable.

Bidders are advised that any award of the Contract will be conditioned on the successful Bidder meeting the good faith efforts to meet the established goal for this project pursuant to 49 CFR 26.53.

A pre-bid conference will be held at 10:00 a.m., on March 2,  2020, in Room 4017N, City Hall, 2600 Fresno Street, Fresno, California.  Prospective Bidders are encouraged to attend since City Staff will be present to answer any questions regarding the Specifications, and there may be an inspection tour of the job site(s).

The meeting room is physically accessible. Services of an interpreter and additional accommodations such as assistive listening devices can be made available. No bid will be considered for award unless the Bidder at the time of bid opening, is licensed with a valid Class “A-1” Contractor’s License issued by the State of California.

The City reserves the right to reject any and all bids.

THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT

“STATEMENTS OF QUALIFICATIONS” FOR

ENGINEERING SERVICES FOR CAPITAL IMPROVEMENT PROJECT AT THE FOLLOWING LOCATION: MCKINLEY AVENUE WIDENING FROM MARKS AVENUE TO HUGHES AVENUE

Services will include preparation of necessary plans, specifications, estimates, and conducting necessary utility coordination for these projects. The utility coordination includes, but is not limited to, submitting necessary applications and resolving potential utility conflicts. In general:

* Participate in coordination meetings with City staff.

* Prepare and maintain design and construction schedule.

* Prepare utility notification letters to various utilities and agencies.

* Conduct site investigation in order to prepare construction documents.

* Prepare and submit utility search.

* Process City provided topographic survey information.

* Process City provided 30% plans.

* Prepare and submit necessary documents to agencies for utility relocations.

* Provide Geotechnical testing as required.

* Prepare all required NEPA and CEQA documentation. The City will provide formal notification, pursuant to AB 52, to designated contact or tribal representative of traditionally and culturally affiliated California Native Americans tribes for tribal consultation, prepare a Notice of Intent to adopt, perform all required CEQA postings and noticing and prepare the Notice of Determination

* Prepare required right-of-way exhibits, deeds and maps showing required right-of-way acquisition. Prepare appraisal maps detailing all acquisitions and Temporary Construction Easements.

* Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement.

* Submitting construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents.

* As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening.

* As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform as many as two site visits during construction.

* Prepare record drawings documenting the as-built improvements.

If your firm is interested in this project, please submit four (4) copies of your Statement of Qualifications that includes the following:

* Cover letter

* Overview of the firm and any proposed sub-consultants

* Summary of the company’s experience, performance on similar projects within the last five (5) years only. Also provide if the work was done as a prime or a sub-consultant on the project and exact scope of work performed on the reference projects.

* Resumes of the Project Manager and key staff involved in the day to day operation of the project including education, relevant past project experience and description of their assignment on this project.

* Listing of client references associated with completed projects.

The SOQ should be concise and not exceed twenty-five (25) pages. The twenty- five (25) pages include cover letter and table of contents.
