SUMMARY OF ORDINANCE
An ordinance of the County of Fresno (“County”) granting a franchise, up to 25 years, on a non-exclusive basis to Toro Energy of California AA, LLC (also referred to as Toro Energy), upon annual payment of a franchise fee to the County, to construct, maintain and use pipes and appurtenances for transmitting derived gas from Toro Energy’s landfill-gas-to-energy project (“LFGTE Project”) at the County’s American Avenue Disposal Site (“AADS”) for any and all purposes, as allowed by a County-approved conditional use permit and/or road permit condition, from the LFGTE Project at the AADS at 18950 W. American Avenue, Kerman, in, along, across, upon, and under the following public streets and highways within the unincorporated area of Fresno County: from the County’s AADS, eastward on W. American Avenue for approximately 4 miles, and then southward on S. Madera Avenue for approximately 4 miles, to a PG&E connection location approximately a half of a mile north of W. Manning Avenue, just east of S. Madera Avenue/SR 145, Kerman. In the event such payment is not made, the franchise will be forfeited. The ordinance will become effective thirty (30) days after its final passage, pending written acceptance of the franchise by Toro Energy. The franchise, if granted, does not become effective until Toro Energy files written acceptance of it with the Clerk of the Board and copy thereof provided to the Director of Public Works and Planning. SUMMARY OF PROPOSED ORDINANCE
Chapter 8.40 is amended to increase the penalty for violations involving more serious noise production from and infraction to a misdemeanor punishable by up to six months in jail and a fine of up to one thousand dollars ($1,000). The amendments also add provisions allowing for, in the alternative or in addition to all other penalties, the issuance of administrative citations to persons violating the noise standards provided in the ordinance in the amount of $250 for the initial violation, $500 for a second violation within six months and $1,000 for a third violation within six months. A process for the appeal of any administrative citations is added to Chapter 8.40. The amendments also provide that the County Sheriff’s Office, County Code Enforcement or officials designated by the County Administrative Officer may enforce the provisions of Chapter 8.40 in addition to the County Health Officer.

CARUTHERS CSD – WEST WATER STORAGE TANK PROJECT
REQUEST FOR BIDS
In general, the Work consists of constructing a bolted steel water storage tank, booster pumps, hydropneumatic tank, site improvements, electrical service and controls, and water transmission main connecting to the existing water distribution system. 1) Sealed bids will be received by Caruthers Community Services District prior to 2:00:00 p.m. (local time) on Thursday, January 9, 2025, at 13617 S Raider Ave, Caruthers, CA 93609, and following said deadline all bids will be publicly opened and read. Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 2) A non-mandatory pre-bid meeting and project site tour will be held on Thursday, December 19, 2024, at 10:00 a.m. beginning at the West Water Storage Tank site on Caruthers Avenue, west of Marks Avenue.
