AB 1418 adds Section 53165.1 to the Government Code prohibiting a local jurisdiction from imposing penalties against residents, owners, tenants or landlords as a consequence of contact with a law enforcement agency. On December 11, 2023, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA, 93612, the Clovis City Council will consider a request to amend sections 5.22.02 and 5.22.05 of the Clovis Municipal Code (CMC) pertaining to definitions and regulations for the delivery of medical marijuana. With the enactment of Senate Bill (SB) 1186, which adds Section 26322 to the Business and Professions Code beginning January 1, 2024, a local jurisdiction is prohibited from limiting the delivery of medical marijuana to patients or their primary caregivers by licensed medical marijuana businesses. The Clovis Municipal Code currently prohibits the delivery of all marijuana including medical marijuana, except to and from cannabis testing facilities as permitted in CMC section 5.22.09. This ordinance amendment will allow delivery of medical marijuana in compliance with state law, while prohibiting delivery in all other instances, except to and from cannabis testing facilities as currently authorized in CMC section 5.22.05, subdivision (c). The amendment will also require that prior to any person engaging any medicinal marijuana deliveries, such persons must first receive a business tax certificate from the City, consistent with Business and Professions Code section 26322, subdivision (b)(3).

INFORMAL BID LIST FOR STATE CENTER COMMUNITY COLLEGE DISTRICT
In accordance with the State of California Uniform Public Construction Cost Accounting Commission (CUPCCAA), the District is inviting all licensed contractors to submit their company information for inclusion to the District’s Bidding Contractors List for construction projects under $200,000. If you have submitted an application for your company in prior years, you MUST resubmit a new application to be included on the 2024 list. Per California Public Contract Code 22032, any Public Works projects of two hundred thousand dollars ($200,000) or less are subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. Contractors that are interested in being on the Informal Bidding Contractors list are required to have a current license and are subject to verification through the Contractors State License Board. All trade categories are subject to Informal Bidding Procedures.
Licensed contractors interested in being placed on the District’s 2024 Informal Bidding Contractors List must complete and submit an on-line application available through the District’s website at https://pbsystem.planetbids.com/portal/51469/portal-home. Please note, contractors are required to have a current license and are subject to verification through the Contractors State License Board.
Additionally, pursuant to SB 854, no contractor or subcontractor may be listed on a bid for a public works project or awarded a contract for a public works project unless registered with the Department of Industrial Relations (DIR) per California Labor Code section 1725.5.
