The City of Fresno (CITY) Public Works Department is requesting Statements of Qualifications (SOQ) from qualified Architectural Service firms to provide Pickleball Court Project Design Services for the City of Fresno Public Works Department Capital Program (BID FILE NO.12301573).
Scope of Services
Services will include but are not limited to providing professional            engineering design services resulting in contract documents (plans, specifications, and cost estimates) for Pickleball Court Project, which includes in general: the preparation of design for 8 new Pickleball Courts at Vinland Park; 8 new Pickleball Courts at Rotary East Park; 12-16 new Pickleball Courts at Woodward Park; and converting three (3) existing Tennis Courts into Pickleball Courts at Roeding Park Tennis Center. The project scope also includes, but is not limited to, a thorough community outreach and engagement process with key members of the pickleball community, council districts, and PARCS Department for each park. The design scope will include lighted courts with fencing, path of travel to/from court, and amenities such as drinking fountains, benches, landscaping, subject to review of community input collected as part of this project. In general:
The consultant team must have the expertise, experience, and demonstrated resources available to perform the work described in this RFQ. Not all the items may be needed for every project. The Consultant’s services shall include, but are not limited to, the following:
·  Participate in coordination meetings with City Staff
·  Community Engagement and participation in Community Meetings
·  Conduct site investigation in order to prepare construction documents
·  Provide Geotechnical testing as required
·  Prepare and maintain design and construction schedule
·  Prepare all required CEQA documentation. The City will provide formal notification, pursuant to AB 52, to designated contact or tribal representative of traditionally and culturally affiliated California Native American tribes for tribal consultation, prepare a Notice of Intent to adopt, perform all required CEQA postings and noticing and prepare the notice of Determination.
·  Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement
·  Submitting construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents
·  As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order request if necessary, and perform as many as two site visits during construction.

A mandatory meeting will be held on January 5, 2023, at 2:00 p.m. at the Multi-Purpose Building at the Sanger Educational Center, 1850 South Fowler Avenue, Fresno, CA 93727[A1] .  Contractors not attending the meeting will be disqualified.
This Project is subject to prequalification.  Contractors that are currently prequalified with the District do not need to submit another application.  Contractors that are not currently prequalified must submit a completed prequalification application packet through Quality Bidders no later than January 11, 2023, at 5:00 p.m.  Sanger Unified has contracted with Colbi Technologies to provide a web-based process for prequalification through Quality Bidders at https://www.qualitybidders.com/pages/how_it_works Additional prequalification information can be found on the Districts website (https://www.sanger.k12.ca.us/departments/business-services/purchasing/). A proposal submitted by a contractor that is not prequalified by the Owner will not be accepted and will not be considered by Owner.
Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations.  A contractor shall not be qualified to submit a proposal unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§§1720 et seq.) of the Labor Code.  A contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§§1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work.
Pursuant to the Contract Documents, the successful contractor will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Total Sublease Amount, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Total Sublease Amount, said bonds to be secured from Admitted Surety insurers (an insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year).  The contractor will be required to furnish insurance as set forth in the Contract Documents.
The Owner will not consider or accept any proposals from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors.  In accordance with Section 3300 of said Code, the contractor shall have a Class “B” license [A2] and shall maintain that license in good standing through project completion and all applicable warranty periods. 
The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work.  The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified.  Copies of the required rates are available to any interested party on request.
