SUMMARY OF ORDINANCE

The Ordinance will amend the Fresno County Master Schedule of Fees, Charges and Recovered Costs, by adding Subsection 2612 of Section 2600, which relates to fees charged to recover costs of contract services related to Identification Technicians  provided by Sheriff’s Department personnel to other agencies and entities.

The Fresno County Board of Supervisors is giving notice that at their regularly scheduled meeting on January 12, 2021 at 10:00 a.m., or as soon thereafter as the matter may be heard, at the Fresno County Hall of Records, Board of Supervisors Chambers, 3rd Floor, 2281 Tulare Street, Fresno, California, they will consider adoption of the ordinance summarized below.

SUMMARY OF PROPOSED ORDINANCE

This Ordinance amends Chapter 17.92 of the Ordinance Code of Fresno County relating to the collection of Clovis Development Fees within the Sphere of Influence of the City of Clovis per the provisions of Sections 4.1.3 and 4.1.4 of Article IV of the City/County Memorandum of Understanding (MOU).  On March 16, 2020, the Clovis City Council adopted Resolution No. 20-24, to update the City of Clovis Water Supply Fee.  On June 15, 2020, the Clovis City Council adopted Resolution No. 20-78, to update the City of Clovis Master Development Fee Schedule 2020-2021 (which includes the same updated City of Clovis Water Supply Fee as in Clovis City Council Resolution No. 20-24). The City transmitted the signed resolutions (City of Clovis, City Council Resolutions No. 20-24 and No. 20-78) and fee schedules to the County for the County’s adoption. The current request is the tenth adjustment to the City’s fees since implementation of this process in 2005.

SUMMARY OF PROPOSED ORDINANCE

The purpose of the ordinance change is to correct reference to Section 03.08.100 of Title 3 of the Fresno County Ordinance Code.  Section 03.08.100, previously known as Section 176 – Removal, Suspension, or Reduction in Rank of Permanent Employee, was deleted sometime after 1976.  Section 03.08.100 of Title 3 was deleted due to the adoption of Personnel Rule 10 – Disciplinary Actions, however, reference to deleted Section 03.08.100 can still be found in Section 03.08.130 – Noncounty employment prohibited.  This action would correct this oversight by removing said reference and replacing with new and up to date language.
