PROPOSAL NO. 10088
The City of Fresno’s Department of Transportation/FAX (FAX) is soliciting Proposals for a qualified team to provide design and engineering services for replacement of HVAC systems, controls, roofing, building enclosure improvements and facility improvements to support hydrogen buses. Facility upgrades include new heating, ventilating and air conditioning equipment on the Bus Maintenance Building, new direct digital controls, new insulated rolling doors, new hydrogen fuel detection system and safety improvements, and new membrane roof system. The improvements are focused on support facilities to meet current and future fleet service demands at 2223 “G” Street, Fresno, California 93706-1675.
The proposer shall be licensed in the state of California with extensive experience and expertise in Mechanical, Structural and Electrical Engineering projects of similar size and scope.
The design and engineering services shall be fast-tracked with drawings completed ready for plan check in 60 working days.

ELECTRONIC SUBMISSIONS: Proposers may also submit proposals via the City’s web site: www.fresno.gov, Doing Business (at the top of the screen), Bid Opportunities. Cost proposals shall be submitted using “Cost File” option on Planet Bids with your Electronic Submission.
In the event that both a paper and electronic bid for the same project is submitted, the City will use and accept the electronic version as the authorized submittal.
The Proposals received shall become the property of the City of Fresno and are subject to public disclosure. Those parts of a Proposal which are defined by the Proposer as business or trade secrets as that term is defined in California Civil Code, Section 3426.1, and are reasonably marked “Trade Secrets”, “Confidential”, or “Proprietary”, and placed in a separate envelope shall only be disclosed to the public if such disclosure is required or permitted under the California Public Records Act or otherwise by law. Proposers who indiscriminately and without justification identify most or their entire Proposal as exempt from disclosure may be deemed non-responsive. Proposals, excluding confidential information, will be available for review after posting of staff recommendation.
Upon City’s acceptance of a Proposal, the successful Proposer will be required to execute and return a City Standard Consulting Agreement without changes (a copy of which is provided as Attachments 2, 3, 4, and 5) and all certificates of insurance within fifteen (15) calendar days from the date of Notice of Award issued by the City. Should the successful Proposer fail or refuse to execute the Agreement or provide the additionally required instruments and documentation, the City reserves the right to accept the proposal of the Proposer offering the next best value to the City.
A Proposer who has been determined by the Council to be non-responsible may be debarred from bidding or proposing upon or being awarded any contract with the City of Fresno, or from being a subcontractor or supplier at any tier upon such contract, in accordance with the procedures in Resolution No. 2003-130 adopted by Council on April 29, 2003. The initial period of any such debarment shall not be less than one year or more than three years. A Proposer may request a hearing, in accordance with Resolution No. 2003-130, upon receipt of a notice of proposed debarment from the City Manager or his/her designee. In general, the Work consists of constructing water system improvements including construction of a new water supply well, a new hydropneumatic, site improvements and water transmission main. 1) Sealed bids will be received by Caruthers Community Services District prior to 2:00:00 p.m. (local time) on Thursday, January 6, 2022, at 13617 S Raider Ave, Caruthers, CA 93609, and following said deadline all bids will be publicly opened and read. Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 2) A non-mandatory pre-bid meeting and project site tour will be held at 10:00 am on Thursday, December 16, 2021, beginning at corner of S. West Avenue and Henderson Road in Caruthers, CA. Contractors shall personally examine the project site prior to bidding. 3) Bidding Documents may be obtained from Provost & Pritchard Consulting Group. A copy of such prevailing rate is on file at the offices of the Caruthers Community Services District, which copy will be made available for examination during business hours to any party on request: Prevailing wage rate information is also available on the internet at the following website address: http://www.dir.ca.gov/dlsr/PWD. 5) This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 6) Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount. 7) OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER. 8) Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, Caruthers Community Services District has determined that bidder shall possess a valid Class A Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract. The General Contractor or the General Contractor’s Subcontractors performing the associated work are required to possess a Class C-10 and Class C-57 Contractor’s License. Failure to possess the specified licenses shall render the Bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of Bid opening.
