The Luna Valley Solar Facility Project includes PV electricity generating facility is comprised of three components, the solar array, the battery energy storage facility, and a 34.5 kilovolt (KV) transmission line with supporting electrical infrastructure. The proposed project is located on 16 parcels totaling approximately 1,300 acres in unincorporated Fresno County. A new generation-tie (gen-tie) line would be constructed to connect the solar and storage components of the proposed project to Pacific Gas and Electric’s (PG&E’s) adjacent Tranquillity Substation (point of interconnect). The anticipated lifetime of the proposed project would be 40 years and would be decommissioned once operations of the facility cease. The project site is located on the west side of State Route 33 (S. Derrick Avenue), between the W. South Avenue alignment and W. Dinuba Avenue, and generally bisected by W. Manning Avenue, and approximately nine miles south of the City of Mendota and approximately six miles northeast of Interstate 5 (I-5).  (APNs: 028-060-34T, 69ST, 70ST, 71ST, 72ST, 028-101-15ST, 17ST, 19ST, 29ST, 58ST, 59ST, 65ST, 69ST, 72ST, 74ST, 77ST) (Sup. THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT “STATEMENTS OF QUALIFICATIONS” FOR ENGINEERING SERVICES FOR THE FANCHER CREEK TRAIL PLAN PROJECT FROM JENSEN AVENUE TO TEMPERANCE AVENUE

The City of Fresno (City) Public Works Department is requesting Statements of Qualifications (SOQ) from qualified Civil Engineering firms to provide Engineering Services for the Fancher Creek Trail Plan capital improvement project. Funding for this project is through Sustainable Communities Grant, administered by CalTrans with funding from Senate Bill 1, the Road Repair and Accountability Act of 2017.

Scope of Services

Services will include conceptual layouts, evaluate right of way, prepare estimates, identify public access points/gateways, greenways and wayfinding along the facility, recommended treatments for crossings, and engage a broad spectrum of community members through pop-up outreach booths and a tactical urbanism temporary installation. In general:

·          Review existing plans and documents, review existing conditions and  prepare needs analysis, recommend alignments, identify gateway access point,  and identify first-mile and last-mile connection to public transit to ensure  that recommended concepts for Fancher Creek Trail are consistent with vision  for southeast Fresno.

·          Develop  conceptual designs, layouts, cross-sections, graphics, illustrations and cost  estimates for constructing a Class I trail along Fancher Creek. No engineering  or environmental work to be included.

·          Evaluate right of way  impacts based on conceptual alignments and estimated acquisition costs as well  as determine the requirements for a public trail to successfully coexist  alongside and meet the conveyance and maintenance needs of another agency’s  water conveyance system.

·          Identify  gateway locations and conceptual layouts along the parkway trail and recommend  treatments such as wayfinding, crossing facilities (HAWK, signalization),  trailhead facilities, landscaping, etc. that increase trail accessibility, identity/sense  of place, connections to public transit and user comfort.

·          Determine  general plan amendments and/or rezones needed to establish parkway. Recommend  land use type. Identify timeline and responsibilities for implementation of  needed actions.

·          Public outreach, community engagement  and collaboration with area residents, Friends of Fancher Creek, Council  District 5, property owners, developers, Fresno Irrigation District, County of  Fresno, Fresno Metropolitan Flood Control District, educational institutions  and other public and private entities with interests in the area. Outreach  activities will include ten (10) pop-up planning meetings, school surveys,  temporary demonstration/tactical urbanism project and two (2) final review  meetings, final plan.

CITY OF CLOVIS SUMMARY OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLOVIS AMENDING SECTION 6.3.22 OF CHAPTER 6.3 OF TITLE 6 OF THE CLOVIS MUNICIPAL CODE RELATING TO STREET SWEEPING CHARGES

On November 15, 2021, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA, 93612, the Clovis City Council will consider a request to amend the municipal code to adjust the Street Sweeping charges from $2.25 to $2.75 per month.  The monthly Street Sweeping charge shall be increased annually by an amount up to four percent (4%) beginning on July 1, 2023, and annually each July 1 thereafter by four percent (4%). Prior to June 30 of each year beginning in 2023, the Public Utilities Director shall evaluate the Street Sweeping fund balance and if determined to be adequate without the annual increase or with a lesser increase or with a rate reduction, shall recommend to the City Council a suspension or reduction of the rate adjustment or rate reduction for the next fiscal year.
