The Project would connect to the electrical grid via an approximately 0.2-mile gen-tie connection to an existing 3.3 mile long 230 kilovolt (kV) gen-tie through an adjacent energy project which connects to the existing Tranquillity Switching Station, which is operated by Pacific Gas and Electric Company (PG&E). The requested term for the CUP is 35 years.
The approximately 2,000-acre site, is located in western Fresno County, generally is bounded by State Route 33 (SR 33 also known as South Derrick Avenue) to the west, West Manning Avenue to the south, South Merced Avenue to the east, and West Adams Avenue to the north, West South Avenue bisects the site from east to west, approximately 7 miles west of the unincorporated community of Tranquillity, consisting of Assessor Parcel Numbers below: (Sup. SE HACE NOTIFICACIÓN, que el Concilio de la Ciudad de Clovis llevará acabo una audiencia pública el 2 de diciembre, 2024, a las 6:00 p.m., en la sala del Concilio de la Ciudad de Clovis, situada en 1033 Fifth Street, en Clovis, California, para revisar y discutir una Enmienda Sustancial al Plan de Acción Anual del Programa de Fondos en Bloque del Programa de Desarrollo de la Comunidad (Community Development Block Grant (CDBG) por sus siglas en ingles), del año 2019-2020 y el Plan Consolidado 2016-2020 para modificar el uso de Fondos en Bloque del Programa de Desarrollo de la Comunidad – Coronavirus (CDBG-CV), tal como está descrito abajo. Éste edificio está fácilmente accesible a, y utilizable por, personas con discapacidades. Esta audiencia pública proporciona una oportunidad para que la Ciudad de Clovis considere comentarios y opiniones de ciudadanos, agencias públicas y grupos interesados tocante esta Enmienda Sustancial, como es requerido por el Departamento de Vivienda y Desarrollo Urbano (HUD, en ingles) de los EE.UU. El financiamiento suplementario de Ayuda, Alivio y Seguridad Económica de Coronavirus (CARES Act) proporciona subvenciones adicionales del programa CDBG-CV para prevenir, estar preparados para, y reaccionar a la propagación del coronavirus.

Comentario Público:
Con está notificación, la Ciudad de Clovis comienza un periodo de evaluación pública y periodo de comentario de 30 días. La Ciudad de Clovis invita a residentes o grupos que tienen un interés o puedan verse afectados por las actividades mencionadas en esta notificación, a que sometan sus opiniones en escrito en persona, por teléfono, por correo o por correo electrónico (al contacto mencionado abajo) y/o que atiendan la audiencia pública para proveer sus opiniones y comentarios. NOTICE IS HEREBY GIVEN, that the Clovis City Council will hold a public hearing on December 2, 2024 at 6:00 p.m. in the Clovis Council Chambers located at 1033 Fifth Street, Clovis, California to review and discuss approval of a Substantial Amendment to the 2019-2020 Community Development Block Grant (CDBG) Action Plan and 2016-2020 Consolidated Plan for the use of Community Development Block Grant – Coronavirus (CDBG-CV) funds, as described below. The facility is readily accessible to individuals with mobility impairments. The hearing is an opportunity to consider any comments or views of citizens, groups, public agencies, and other interested parties regarding the Substantial Amendment, as required by the U.S. Department of Housing and Urban Development (HUD). The federal Coronavirus Aid, Relief and Economic Security Act (CARES Act) provides CDBG-CV funding for grants to prevent, prepare for, and respond to the spread of the coronavirus.
CDBG-CV funds are proposed to be utilized as follows:
· Utilities Payment Assistance Program (reduction): ($130,876)
· CDBG-CV Administration (reduction): ($25,000)
· Water Tower 1 Plaza at Old Town Trail Improvements: $155,876
Public Comment:
By this notice, the City of Clovis commences a 30-day public review and comment period. The City of Clovis invites parties that have an interest in, or may be impacted by, the activities identified above, to submit a written comment in-person, via telephone, via mail or e-mail (see contact information below) and/or attend the Public Hearing to provide their views and comments. Citizen participation is considered an important element of the CDBG Amendment process and is encouraged by HUD for the City of Clovis to receive and incorporate public comments into its planning and review process. All written comments received by 4:30 p.m. on December 2, 2024, at the addresses below, and those made at the public hearing, will be considered and included as attachment(s) in the Amendment Submittal document.

Community Services District No. 2004-1
(Police and Fire Services)
Notice is hereby given by the City of Clovis that the City Council, on October 14, 2024, adopted A Resolution of Intention to Annex Territory to Maintenance District and to Authorize the Levy of Special Taxes Therein (the “Resolution of Intention”) stating its intention to annex the territory (Annexation #74) to the City’s Community Facilities District No. 2004-1 (Police and Fire Services) (the “District”), pursuant to Mello Roos Community Facilities Act of 1982, Sections 53311 and following, California Government Code (the “Act”). Reference is hereby made to the Resolution of Intention, on file with the City Clerk of the City for further particulars.
Pursuant to the Resolution of Intention, the Council determined that certain territory, as more particularly described in the Resolution of Intention, be annexed to the existing District, all as provided in the Act. The Resolution of Intention provides that the special taxes heretofore caused to be levied in the District for financing the public facilities and services provided through the District shall be levied in the territory proposed to be annexed, subject to public hearing and landowner election proceedings as specified in the Act.
Notice is further given that Monday, November 18, 2024, at the hour of 6:00 o’clock p.m., in the regular meeting place of the City Council, City Hall, 1033 Fifth Street, Clovis, California, are the time and place when and where the Council of the City as the legislative body for the District, will conduct a public hearing on the annexation of the territory described in the Resolution of Intention to the District and finally consider and determine whether the public convenience and necessity require the annexation of said territory to the District and the levy of special taxes therein.
Notice is further given that at the hearing, the testimony of all interested persons for and against the annexation of said territory to the District or the levying of special taxes within the territory proposed to be annexed will be heard.
