The Fresno County Board of Supervisors is giving notice that at their regularly scheduled meeting on October 31, 2017 at 9:00 a.m., or as soon thereafter as the matter may be heard, at the Fresno County Hall of Records, Board of Supervisors Chambers, 3rd Floor, 2281 Tulare Street, Fresno, California, they will consider adoption of the ordinance summarized below.
SUMMARY OF PROPOSED ORDINANCE
The Proposed Ordinance would add Chapter 2.81 to the Ordinance Code of the County of Fresno, creating the Office of County Hearing Officer, and state (1) the duties of the Office; (2) the process to appoint hearing officers; (3) the qualifications required to serve as a hearing officer; (4) the term of office for hearing officers; (5) the grounds for disqualifying a hearing officer from a particular matter; (6) the general authority held by each hearing officer; (7) how testimony shall be received and the rights of parties during a hearing, and the authority of the hearing officer to control the introduction of evidence; (8) that hearing officers shall cause an audio recording of the hearing to be made, and that each party may, at its own expense provide for the taking of testimony by a qualified stenographic reporter; (9) the procedure for preparation of a record of proceedings following a hearing, including that the cost of preparation shall be paid by the party making the request, provided that the County may waive collection of such costs for individuals who meet the qualifications of a fee waiver in the Superior Court of this State; and (10) that the Board of Supervisors may by ordinance or resolution may adopt rules of procedure governing the conduct of hearings.

SUMMARY OF PROPOSED ORDINANCE
The Board of Supervisors will consider amending the County’s Public Facilities Impact Fees Ordinance (Chapter 17.90) to continue the County’s temporary suspension for an additional year (November 10, 2017 to November 10, 2018) of: (a) the County’s requirement for building permit applicants to pay the County’s Public Facilities Impact Fees for construction that is subject to Chapter 17.90; (b) the County’s and cities’ collection of such fees during such period; and (c) any requirement in Chapter 17.90 for the County to consider and take any possible action on any annual update of any such fees under the schedule(s) of fees, without in any other way whatsoever otherwise affecting Chapter 17.90, or the authority for any action taken or to be taken thereunder.
The proposed amendment also includes a provision to extend the commencement of the first five-year interval (to April 15, 2019) requiring the County, under Chapter 17.90, to conduct or obtain an updated fee study for updated County Public Facilities Impact Fees.
Staff will recommend that the Board waive reading of the proposed Ordinance Amendment in its entirety and set October 31, 2017, at the hour of 9:00 AM, or as soon thereafter as the matter may be heard, as the date and time for the second reading and adoption of the proposed Ordinance Amendment.

REQUEST FOR PROPOSALS NO. 3570
The City of Fresno, acting through its Department of Public Utilities, Water Division, invites the submission of proposals from firms with expertise and experience in the implementation and integration of Infor Enterprise Asset Management (EAM) -Enterprise Edition, Version 11.3, for the City of Fresno. Infor EAM will be used to manage the City of Fresno Water Division’s Production and Electrical sections, Surface Water Treatment Plant (SWTP), and manage warehouse inventory.
The City of Fresno Water Division has acquired the rights to use Infor Enterprise Asset Management (EAM), as the enterprise asset management solution that it wishes to implement. Infor EAM contains various modules, including, without limitation, work order generation, asset management, the extent to which they will be activated will depend upon the results of the design phase conducted by the proposer selected pursuant to this solicitation document.
The desired services include, but are not limited to the following: Business Requirements Development, System Integration, Project Management, Solution Configuration, Data Migration, Maintenance and Support, Testing and Acceptance, Inventory and Barcoding, and Training and Knowledge Transfer.
Infor EAM, version 11.3 is a new software system to the City of Fresno Water Division and no other EAM version upgrades will be needed. However, implementation must fully integrate with the City of Fresno’s PeopleSoft Financial Management solution, FresG0 mobile application, and Naviline systems employed by the City of Fresno as further described in this RFP.
Companies with demonstrated experience in this area, and with interest in making their services available to the City of Fresno, are invited to respond to this RFP.
Proposals will be evaluated in accordance with the criteria and procedures described in this document. The City will short-list qualified Proposers and request demonstrations of Infor EAM critical functions specified by the City. A recommendation will be submitted to City Council for approval. The City will award the Implementation Services to the most advantageous Proposer based on the cost and the evaluation factors set forth in the RFP.
