Draft 6th Cycle Housing Element Public Comment Period Begins
FRESNO, CA, Friday, October 4, 2024 – The 7-day public comment period for the second draft of the County of Fresno’s Sixth Cycle Housing Element begins October 4, 2024 and ends October 11, 2024. During this time, the public is encouraged to review and provide feedback on the County’s draft before it is submitted for review to the California Department of Housing and Community Development (HCD).
The Housing Element is part of the General Plan, and HCD requires that local governments update their housing element every eight years to ensure that the housing needs of their communities are being met.

WESTLANDS WATER DISTRICT
NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
FOR THE LATERAL 7R PIPELINE REPLACEMENT PROJECT
NOTICE IS HEREBY GIVEN that the Westlands Water District (District) plans to adopt a mitigated negative declaration for the construction and operation of the Lateral 7R Pipeline Replacement Project. The public hearing will be held by the District’s Board of Directors on November 19, 2024, at the District Office, 286 West Cromwell Avenue, Fresno, CA.
The Project’s main objective is to replace and relocate an approximately 4.2-mile segment of the District’s Lateral 7R pipeline. The existing pipe was installed in 1971 and has experienced increasing reliability concerns over the past five years. On average, this 4.2-mile section of pipe sees approximately 10 pipeline blows resulting in 30 days of service interruptions and the loss of an estimated 3,360 acre-feet (AF) of water annually. With its close proximity to I-5 and lack of a casing pipe under the traveled lanes, this existing pipe has the potential to impact vehicle travel along a critical travel corridor within the State. The new replacement pipe will be installed parallel to the existing one, but through existing dirt roads rather than through the farmed ground that the old alignment traverses. This will allow the existing line to remain in service through most of the construction and limit the service interruption for the connection to the existing pumping plants. The replacement/relocation effort will increase the reliability of the 7R pipeline and reduce potential impacts to I-5.
Pursuant to the California Environmental Quality Act (CEQA), an Initial Study has been prepared, describing the degree of possible environmental impacts of the proposed project. The District has assessed the potential environmental impacts of this proposed action and has determined that they will be less than significant. Copies of the Initial Study and proposed Mitigated Negative Declaration are on file and available for public review at the District Office. The public review period during which the District will receive comments on the proposed Mitigated Negative Declaration will begin on October 4, 2024, and end on November 4, 2024. REQUEST FOR BIDS – FID CARTER-BYBEE BASIN NO. 589 & CARTER NO. 517
In general, the Work consists of constructing basin levees, reinforced concrete irrigation structures and pipelines, pipeline realignment, canal lining, perimeter fence, site electrical, monitor wells, and well abandonment. 1) Sealed bids will be received by the Fresno Irrigation District prior to 11:00:00 a.m. (local time) on October 22, 2024, at 2907 S. Maple Ave., Fresno, CA 93725, and following said deadline all bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 2) A non-mandatory pre-bid meeting and project site tour will be held on October 15, 2024, at 10:00:00 a.m. beginning at the northwest corner of Jameson and Barstow Avenues.  Contractors shall personally examine the project site prior to bidding. 3) Bidding Documents (Plans and Specifications) may be obtained in electronic format only from Provost & Pritchard Consulting Group. Only registered plan holders are eligible to bid on this project. Contact Charis Calvert at ccalvert@ppeng.com or (559) 449-2700 to register as a plan holder and receive the Bidding Documents. 4) Prevailing Wage Rates: Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. A copy of such prevailing rate is on file at the offices of the Fresno Irrigation District, which copy will be made available for examination during business hours to any party on request: Prevailing wage rate information is also available on the internet at the following website address: http://www.dir.ca.gov/dlsr/PWD. 5) This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 6) Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount. 7) OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER. 8) Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, the OWNER has determined that bidder shall possess a valid Class A Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract. The Contractor’s bid package must contain subcontractors possessing a Class C-57 Water Well Contractor’s license and Class C-10 Electrical Contractor’s License if the General Contractor does not possess them. Failure to possess the specified licenses shall render the Bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of Bid opening.
