THE CITY OF FRESNO IS INVITING QUALIFIED, MULTI-DISCIPLINARY SERVICE PROVIDERS TO SUBMIT PROPOSALS TO SERVE AS A COMMUNITY WARMING AND COOLING CENTER OPERATOR

The City of Fresno (City) recognizes the important role cooling and warming centers play in the community. On September 29, 2022 the Fresno City Council adopted resolution 2022-12 which established a policy for cooling and warming centers.
The Parks, After School, Recreation and Community Services (PARCS) Department has provided cooling and warming services at community centers. While this model has provided safe spaces to the community in a familiar setting, feedback indicates that there is a desire for:
(1) A dedicated space with facilities designed for daytime (cooling) and/or overnight (warming) accommodations for vulnerable populations without easy access to safe cool or warm environments.
(2) Access to on-site stabilization services for individuals who are in need.
Additionally, the City desires to provide low-barrier cooling and warming centers that offer a pathway to services such as permanent housing, income, healthcare, stability and improved quality of life for community members. To address these needs, the City seeks one or more proposers or organizations to operate cooling and/or warming centers.
Organizations interested in submitting a Proposal may download the Request for Proposals (RFP) package by visiting the City’s Planet Bids website at www.fresno.gov/generalservices/ under the “Bid Opportunities” subsection on the right side of the screen. Questions can be submitted in Planet Bids. Proposals shall be submitted electronically only via Planet Bids.

The City of Fresno is soliciting proposals for Acute and Non-Acute Sexual Assault Forensic Examinations. The City may choose to award multiple contracts enabling the Police Department to utilize the provider that it feels would best serve the victim or suspect’s needs in each particular case. This request is for a THREE (3) year Contract with TWO (2) optional ONE (1) year extensions.

Notice is hereby given that the Board of Trustees of the State Center Community College District will receive sealed bids for the furnishing of all labor, materials, and services for Bid No. 2324-12, Child Care Relocatable Building, Madera Community College.
Project scope consists of demolition & removal of a 36’x40′ portable building and existing site elements. The AMS portable building provided under separate contract will be set on concrete foundation performed by AMS building manufacturer. Site improvements and utility connections to and within the portable building are performed by the site contractor.
Contractors and subcontractors are encouraged to register with the District as a CUPCCAA approved vendor and are encouraged to prequalify for this project and other CUPCCAA projects by utilizing the Districts CUPCCAA prequalification form available at https://pbsystem.planetbids.com/portal/51469/portal-home.

The successful bidder will be required to furnish a Payment Bond, a Performance Bond, Workers Compensation and General Liability, Insurance as required by the Contract Documents. The successful bidder shall also be required to enter into a written agreement on a form provided by the District.
Bids must be accompanied by a bidder’s bond for at least ten (10%) of the amount of the bid and payable to the District, which shall be given as a guarantee that the bidder will enter into a contract if awarded the work. Said bond will be declared forfeited, paid to, or retained by the District as liquidated damages if the bidder refuses or neglects to enter into the contract provided by the District. An electronic copy of bid bond must be submitted and physical copy should be held with vendor and made available to District upon request.
Each Bidder submitting a proposal to complete the work, labor, materials and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations (DIR) registered contractor pursuant to Labor Code §1725.5 (“DIR Registered Contractor”). A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code §1725.5, all Subcontractors identified in a Bidder’s Subcontractors’ List shall be DIR Registered Contractors. If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors.
The Work is subject to payment of Prevailing Wage Rates (PWRs). The Contractor and all Subcontractors of every tier shall pay laborers performing any portion of the Work not less than the PWR established for the labor provided. Pursuant to Labor Code §1771.4(a)(4), PWR monitoring and enforcement shall be by the Department of Industrial Relations.
The Director of the Department of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate per diem wages, rate for legal holidays and overtime work, and employee payments for health and welfare, vacation, pension and similar purposes applicable to the work to be performed. Said wages and rates are on file in the District Office and are incorporated herein by reference. Contractor must pay for any labor described or classified in an amount not less than rates specified.
Consistent with Public Contract Code section 22300, the District shall, at the request and expense of the Contractor, permit the substitution of securities or the payment of funds equivalent to the amount of monies withheld as retention from progress payments.
The Board of Trustees reserves the right to reject any or all proposals, waive any informality in the receiving of bids, and consider quality, convenience, and reasonable qualifications as well as price in making awards.
