NOTICE IS HEREBY GIVEN that on Thursday, November 6, 2025, at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a regular meeting at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to hear and consider the following:
Variance No. 25-40. Variance No. 25-40 consists of an application submitted by Shawn Riggins, on behalf of the Fresno Economic Opportunities Commission, to reduce the required setback distance for a recycling center use to residential uses from 600 feet (as required by Fowler Municipal Code section 9.225.040(A)(6)) to approximately 70 feet for a site located on Assessor’s Parcel Number 343-13-206 (“Project site”). The Project site is generally located at 111 N. 9th Street, is approximately 0.16 acres in size, is zoned C-2 (Community Commercial), and is designated Community Commercial by the City’s General Plan Land Use Diagram.
Variance No. 25-42. Variance No. 25-42 consists of an application submitted by Christopher Fredericks to reduce the required pool and pool equipment setbacks applicable to Assessor’s Parcel Number 340-300-54 (“Project site”) from 10 feet to 7 feet and from 3 feet to 1 foot, respectively (as required by Fowler Municipal Code section 9.150.030(D)(5) & (6)). The Project site is located at 1000 E. Heidi Avenue, is approximately 0.23 acres in size, and is zoned R-1-10 (Residential) with the R-1 (Implementing Zone District).
Planning Project No. 24-27. Planning Project No. 24-27 consists of a request by Paul Archer of Archer Engineering, on behalf of Baleegh Muharram and Dawood Hotar, to construct an approximately 6,045 square foot (“sqft”) commercial development, including an approximately 4,545 sqft convenience store with a Quick Serve Restaurant (“QSR”), an approximately 1,500 sqft commercial tenant space, and a fueling area with six (6) double sided fuel pumps and an approximately 2,592 sqft canopy. The QSR within the convenience store would include the operation of a drive-through that wraps around the proposed building. Additionally, the Project is requesting approval of a Type 20 alcohol license (Off-Sale Beer and Wine) and proposes the sale of tobacco products. The Project has been proposed on Assessor’s Parcel Number 343-350-45 & -46, located at the northwest corner of South Fowler Avenue and West Fresno Street. The site is approximately 1.11 acres in total size, vacant, zoned C-1 (Light Commercial), and is designated NC (Neighborhood Commercial) by the City of Fowler General Plan. The Planning Commission will also consider whether to approve a lot line adjustment to merge the two subject parcels, as well as whether the Project qualifies to be absolved of further environmental analysis pursuant to CEQA Guidelines Section 15183. If approved, the Project would be conditioned to make infrastructure improvements including a total of two roundabouts at the intersections of West Merced Street and the northbound on/off ramps of State Route 99 and West Merced Street and the southbound off ramp of State Route 99.
The Planning Commission invites your participation and the public is welcome to speak at the hearing. If you challenge any Planning Commission or City Council action in court, you may be limited to challenge only those issues raised at the Planning Commission or City Council public hearings.
