The City of Fresno is soliciting proposals for abatement services to be provided by one or multiple Contractors (Contractor) who shall furnish to the Office of the City Attorney, Code Enforcement Division (Code) labor, equipment, and materials necessary to abate all weeds, trash, rubbish, junk and debris upon the streets, curbs, gutters, unimproved easements, sidewalks, parkways, park strips, alleys and or private property within the City of Fresno, as well as boarding up and securing open and vacant buildings (Abatement Services), as designated by specifically authorized Code staff as authorized agent(s), limited by the particular duties entrusted to them. In no instance may any project or job be approved in excess of amounts authorized under the Fresno Municipal Code, unless and until all appropriate procedural requirements have been met. The City’s preference is to hire a primary Contractor to be responsible for the entire scope of Abatement Services; however, several Contractors may be awarded a contract for Abatement Services. The preference for a primary Contractor is not intended to discourage the use of multiple contractors or sub-contractors in the performance of the Abatement Services, but rather to help ensure diligent and complete delivery of Abatement Services. SUMMARY OF PROPOSED ORDINANCE
This Ordinance amends Chapter 17.92 of the Ordinance Code of Fresno County relating to the collection of Development Fees within the Sphere of Influence of the City of Clovis per the provisions of Sections 4.1.3 and 4.1.4 of Article IV of the City/County Memorandum of Understanding (MOU). On July 1, 2019, the Clovis City Council adopted Resolution No. 19-91, which adopted the City of Clovis proposed master development fee schedule for 2019-20. The City transmitted the signed resolution (City of Clovis, City Council Resolution No. 19-91) and fee schedule to the County for the County’s adoption on August 14, 2019. The current request is the ninth adjustment to the City’s fees since implementation of this process in 2005.

The City of Fresno, in collaboration with California High Speed Rail Authority (CHSRA), is proposing to mitigate the closing of the existing Union Pacific Railroad (UPRR) at-grade crossing at Carnegie Avenue by constructing a portion of the Veterans Boulevard Project. The construction work will result in two lanes of Veterans Boulevard; a bridge structure over the existing UPRR and future High Speed Rail (HSR) tracks, and a roadway connection from Veterans Boulevard to future Golden State Boulevard. The overhead bridge structure will have two spans at a total length of 294.8 feet and a width of 132.7 feet. The structure is a cast-in-place prestressed concrete box girder, with all supports on 6 column bents on large diameter CIDH piles. MSE walls behind the abutments will support the roadway embankment fills.
The Construction Allocation for this project is $21,746,636.

The Community Vision will set the stage for how the General Plan is revised during this update process. Attending the workshop is an opportunity to provide your input and let your voice be heard.

NOTICE IS HEREBY GIVEN that at a regular meeting on Tuesday, November 5, 2019 at 7:00 p.m. or as soon thereafter as the matter can be heard, the Fowler City Council will hold a public hearing at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to consider the following:
1. Vesting Tentative Subdivision Map No. 6274 (Woodside Homes), Zoning Amendment, Annexation, and Initial Study/Mitigated Negative Declaration. This project proposes to subdivide approximately 19.25 acres at the northwest corner of East Sumner and South Sunnyside Avenues (APN 343-020-15) into 100 lots for single-family development. It also proposes to prezone the parcel to the R-1-5 (One-Family Residential, 5,000-Square-Foot Minimum) zone district consistent with the existing General Plan Land Use Designations of Medium- and Medium-Low Density Residential. The City Council will also consider initiating the annexation process. In compliance with the California Environmental Quality Act (CEQA), the City Council will consider adoption of an Initial Study/ Mitigated Negative Declaration (IS/MND) analyzing potential project impacts and recommending mitigation to reduce or eliminate those impacts. At a regular meeting on October 3, 2019 the Fowler Planning Commission adopted Resolution Nos. 645, 646, and 647, recommending respectively that the City Council adopt the IS/MND, approve the prezoning, and approve VTSM No. 6274.
