THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT
“STATEMENTS OF QUALIFICATIONS” FOR
ENGINEERING SERVICES FOR CAPITAL IMPROVEMENT PROJECT AT THE FOLLOWING LOCATION:
CHINATOWN URBAN GREENING PROJECT
I. Project Description
The Chinatown Urban Greening Project will improve pedestrian facilities and install lighting and greening improvements. Improvements are located on F Street between Mariposa Street and Ventura Street, Kern Street between G Street and E Street, and Mariposa Street between E Street and G Street. Street Trees will be installed on F Street, Kern Street, and Mariposa Street.
This Project also includes Sustainable Transportation Infrastructure (STI) elements including installation of LED streetlights on F Street between Fresno Street and Ventura Street, tree planting on F Street from Fresno Street to Mariposa Street, and reconstruction of China Alley between Tulare Street and Ventura Street. Reconstruction of China Alley includes permeable pavement and strand lighting to complete a “green alley.”
II. Scope of Services
Services will include preparation of necessary plans, specifications, estimates, and conducting necessary utility coordination for these projects. The utility coordination includes, but is not limited to, submitting necessary applications and resolving potential utility conflicts. Grant requirements also stipulate community engagement which the consultant will take part in. In general:
· Participate in coordination meetings with City staff.
· Prepare and maintain design and construction schedule.
· Prepare utility notification letters to various utilities and agencies.
· Conduct site investigation in order to prepare construction documents.
· Prepare and submit utility search.
· Process City provided topographic survey information.
· Take the lead on utility relocations including preparing and submitting necessary documents to different agencies.
· Prepare construction plans, technical specifications, maintenance plans, and construction cost estimates at each phase of work identified in the consultant agreement.
· Submitting construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents.
· As part of the design phase, track all indicators as outlined in TCC Reporting Template, Chinatown UGP, and create and implement a Community Engagement Plan (CEP). Consultant will be responsible for coordinating events with City’s assistance, creating and mailing/handing out flyers to general community and project stakeholders, taking photos at events, recording meeting minutes, creating sign-in lists, and any other items required to track all indicators. All English material shall be available in Spanish and Hmong and translators shall be available during community engagement events.
· As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform necessary site visits during construction.
· Prepare as-built drawing records.
· Maintain and provide upon City’s request reporting information as required by the most up to date FY 2016-2017 TCC Guidelines for Urban Greening Projects. Reporting will continue to take place after construction as provided in the guidelines and attachments.
III. SOQ Requirements

AT THIS TIME ESTIMATED CONSULTANT FEE SHALL NOT BE INCLUDED IN THE SUBMITTAL PACKAGE.
The SOQ should be precise and not exceed twenty-five (25) pages. The cover of the SOQ will be the only page that will not be counted towards the twenty-five (25) page count.

will be received by the Tranquillity Public Utility District (hereafter District) at the office of Giersch and Associates, Inc., 412 N. “I” Street, Madera, CA 93637, until 2:30 p.m., on Wednesday, October 30, 2019, and then at said office publicly opened and read aloud.
Bid security in the amount of five (5) percent of the amount of the bid, and in the form of a bid bond issued by an admitted surety insurer licensed by the California Department of Insurance, cash, cashier’s check or certified check shall accompany the bids. 1-8 The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in General Decision Number CA20190018 Mod 5, dated July 26, 2019, which is incorporated in these Specifications by this reference as if fully set forth herein and which can be viewed at www.wdol.gov/dba.aspx. 1-9 The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u. Section 3 requires that to the greatest extent feasible, opportunities for training and employment be given lower income residents of the project area and contracts for work in connection with the project be awarded to business concerns which are located, or owned in substantial part by persons residing in the area of the project.
