There will be no proration of taxes, rents or other income or liabilities, except that the purchaser will pay, at or before closing, his prorata share of any real estate taxes that have been paid by the Secretary to the date of the foreclosure sale. SUMMARY OF ORDINANCE
The ordinance amends various chapters of the Ordinance Code of Fresno County to account for the realignment of the County of Fresno’s code enforcement functions within the County Administrative Office and to improve enforcement efficacy of the Ordinance Code. The ordinance amends Chapters 1.13 of the Ordinance Code of Fresno County to revise the definition of enforcement officer to include employees designated by the County Administrative Officer to ensure the continued implementation by Code Enforcement of the County’s administrative citation program. The ordinance amends Chapter 1.14 of the Ordinance Code of Fresno County to authorize the County Administrative Officer to reduce administrative citation fines. The ordinance amends Chapter 8.22 of the Ordinance Code of Fresno County to include employees designated by the County Administrative Officer with enforcement authority over this chapter to enable Code Enforcement to continue to enforce the illegal dumping ordinance. The ordinance amends Chapter 11.44 of the Ordinance Code of Fresno County to authorize Code Enforcement to enforce the inoperable vehicle ordinance in addition to current enforcement by the Sheriff’s Office. The amendment also direct appeals of orders to remove inoperable vehicles to a county hearing officer instead of the Sheriff or the Sheriff’s designee, who currently hears appeals. The ordinance amends Chapter 11.45 of the Ordinance Code of Fresno County to authorize Code Enforcement to enforce the prohibited vehicle ordinance in addition to current enforcement by the Sheriff’s Office. The amendment also direct appeals of orders to remove prohibited vehicles to a county hearing officer instead of the Sheriff or the Sheriff’s designee, who currently hears appeals. The ordinance amends Chapter 15.04 of the Ordinance Code of Fresno County to authorize Code Enforcement to enforce violations for unpermitted work and construction within the unincorporated areas of Fresno County in addition to current enforcement by the County’s Building Official. The amendment also repeals the Board of Review and delegates determinations and abatement of substandard housing and building code violations to a panel of county hearing officers. The ordinance amends Chapter 15.32 of the Ordinance Code of Fresno County to add the County Administrative Officer as a county officer authorized to enforce the substandard housing ordinance, along with current enforcement by the Building Official, and the Director of the Department of Public Health. This amendment will enable Code Enforcement to enforce the substandard housing and dangerous building ordinance. The amendment also revises the abatement procedures for substandard housing and building code violations to align with the County’s existing administrative public nuisance abatement procedures with the addition of specific provisions applicable only to substandard housing and building code violations.

CITY OF FOWLER
SUMMARY OF ORDINANCE NO. 2025-06 OF THE CITY OF FOWLER
On September 16, 2025, the Fowler City Council introduced Ordinance No. 2025-06. This ordinance amends Title 5, Public Welfare, of the Fowler Municipal Code to add Chapter 26, Sidewalk Vending. The text amendment will add specific regulations for sidewalk vending operations within the city. The proposed amendment of the Fowler Municipal Code would not present the potential to impact the environment and would therefore be exempt from environmental analysis pursuant to California Environmental Quality Act Guidelines Section 15061(b)(3).

Notice is hereby given that Fresno Unified School District (DISTRICT) is soliciting Request for Qualifications for RFQ No. 26-15, Expanded Learning Enrichment Services. The Request for Qualifications (RFQ) is to prequalify a pool of vendors to deliver programs outside of school time that focus on at least one of the following themes: Adventure, Career Discovery, Creative Arts, Sports and Fitness, or Science, Technology, Engineering, and Mathematics (STEM). Programs must also integrate literacy development and life skills, support the whole child and extend learning beyond the traditional classroom. Organizations must have experience in providing successful programs to school districts and demonstrate the capacity to deliver high-quality, skill-level appropriate, and engaging in-person programming that aligns with the Expanded Learning Department’s structures and parameters and Fresno Unified School District’s goals. The qualification term is five (5) years.
A Pre-conference regarding statement of qualifications submittal is scheduled Friday, October 17, 2025 at 10:00 AM. The virtual Pre-conference will be hosted via Teams with options to join in online or over the phone. Instructions are posted on Procureware.
