Southern California Edison Company’s Request to Increase Electric Rates

APPLICATION A.21-09-019

Why am I receiving this notice?

On September 30, 2021, Southern California Edison Company (SCE) filed with the California Public Utilities Commission (CPUC) its application for authorization to recover costs related to the 2019-2020 drought, 2018-2019 firestorms, 2019 earthquakes, 2019 windstorms, and 2020 COVID-19 pandemic, recorded in the Catastrophic Event Memorandum Account (CEMA), and costs related to a property insurance policy covering wildfire events recorded in the Wildfire Expense Memorandum Account (WEMA) (Application A.21-09-019). The application is requesting a total of $132.148 million. The costs which SCE seeks to recover in the application are not funded through existing rates.

If the CPUC approves this application, SCE will recover forecasted costs in electric rates over a 1-year period beginning January 1, 2023, or upon a final decision in this proceeding. This will impact your monthly bill.

Why is SCE requesting this rate increase?

– To recover costs incurred to restore service to customers, repair or replace damaged facilities, and comply with governmental agency orders after events declared to be disasters by state or federal authorities, including seven fires in 2018 and 2019, 2019 windstorms, 2019 earthquakes, and the COVID-19 pandemic. Costs incurred as a result of the COVID-19 pandemic include, among other things, costs to modify business operations and take special health precautions, so that SCE could protect its employees and the public and continue serving customers effectively, while complying with state and federal mandates.

– To recover costs incurred as a result of taking efforts to mitigate the effects of the drought on SCE’s system, including removing dead, dying or diseased trees, in an effort to reduce the likelihood of wildfires.

– To recover incremental costs recorded in the WEMA related to the purchase of a property insurance policy in effect from November 2020 to November 2021 that covers wildfire and non-wildfire events. SCE has determined the incremental costs for the policy above existing rates are driven by wildfire risks.

How could this affect my monthly electric rates?

If SCE’s rate request is approved by the CPUC, the average residential monthly bill using 500 kWh per month would increase by approximately $1.25 or 0.9% per month.

How does the rest of this process work?

This application will be assigned to a CPUC Administrative Law Judge who will consider proposals and evidence presented during the formal hearing process. The Administrative Law Judge will issue a proposed decision that may adopt SCE’s application, modify it, or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting.

THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT A STATEMENT OF QUALIFICATIONS TO PROVIDE ENGINEERING DESIGN SERVICES FOR EMERGENCY BACKUP GENERATORS AT ITS B-SIDE SWITCHGEAR AND HEADWORKS BUILDINGS

The City of Fresno, Department of Public Utilities (City) is seeking qualified engineering firms in providing engineering design services for installation of emergency generators at its Regional Water Reclamation Facility (RWRF) at the B-Side Switchgear and Headworks Buildings. Qualified firms are invited to submit a Statement of Qualifications (SOQ) for professional consultant services for design and submittal of plans and specifications. The firm shall also acquire all related permits, complete environmental assessment requirements, and provide engineering support during bidding and construction.

Qualified firms interested in submitting a SOQ may download the RFQ package by visiting the City’s Planet Bids website at www.fresno.gov/finance/ under the “Bid Opportunities” subsection on the right side of the screen. Questions can be emailed to Samuel Nadores at Samuel.Nadores@fresno.gov.

SOQs are due no later than 4:00 p.m. (PST) on Wednesday, November 10, 2021, to 2101 G Street, Building A, Fresno, CA 93706. The City reserves the right to reject any and all submissions.

REQUEST FOR PROPOSAL

Proposals will be received by the City of Mendota (City), 643 Quince Street, Mendota, CA 93640, UNTIL FRIDAY, NOVEMBER 5, 2021, AT 12:00PM. The City is seeking is seeking qualified Architectural, Landscape Architectural, or Engineering consultants to prepare a Safe Routes to School Master Plan, funded by an Active Transportation Program (ATP) Grant, for the City of Mendota, California. The work expected to be performed by the consultant is the preparation of a Safe Routes to School Master Plan document with associated public engagement, mapping, and identification of project scopes, costs and funding sources. However, no contract shall be awarded unless it is approved by the City Council. Request for proposal (RFP) documents are on file at, and may be obtained from, City of Mendota, 643 Quince Street, Mendota, CA 93640 and on the City’s website at www.ci.mendota.ca.us or nancy@cityofmendota.com to obtain proposal documents.
