Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 23-28, Bullard High School Pool Heater Replacement, to replace 2 pool heaters.
Notice is hereby given pursuant to the provisions of Section 1770 et seq of the California Labor Code, each worker of the contractor and any of its subcontractors engaged in work on the Project shall be paid not less than the prevailing wage rate. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR).
Pursuant to Labor Code Section 1725.5, the DIR established a Contractor Registration Program, in which no contractor or subcontractor shall bid on, be listed in a bid, or engage in the performance of any public work contract without being registered.
Prime Contractor must have a valid Class “C-61” Contractor’s License with “D 35” Subcategory.
A MANDATORY pre-bid conference has been scheduled at 10:00 AM, January 25, 2023 in front of the Administration office at Bullard High School, 5445 N. Palm Ave. Fresno, Ca 93704. Contractors bidding as a Prime Contractor for the project must attend in order for their bid to be “responsive”. Immediately following the pre-bid conference will be a mandatory job-walk of the site(s). School sites are using the Raptor visitor management system that requires all visitors to show either a government-issued identification card or driver’s license to receive a badge and enter the campus. Bidders may arrive earlier than the scheduled time to obtain their badge.
Sealed Bids must be received prior to 2:01 P.M. on February 7, 2023 on Procureware, the DISTRICT’s online bidding portal, after which time the bids will be opened and bid results posted.
Bids shall be accompanied by a certified check, cashier’s check, or a bidder’s bond in an amount not less than ten percent (10%) of total bids made payable to Fresno Unified.
The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code Section 22300 is permitted.

The Planning Commission will also consider the adoption of an Addendum to an Environmental Impact Report prepared pursuant to the California Environmental Quality Act (CEQA).
Text Amendment 22-04 and Categorical Exemption. This text amendment proposes to amend Title 9, Chapter 5 of the Fowler Municipal Code to amend the development standards relating to accessory structures. The application includes a proposed finding of exemption from the California Environmental Quality Act (CEQA Guidelines Section 15311). Recommendations on all project components will be forwarded to the City Council for its consideration at a future meeting.
Revised Tentative Subdivision Map No. 6381, Rezone and Addendum to Mitigated Negative Declaration. This project proposes to make revisions to the previously-approved Tentative Map No. 6381, located on the west side of North Armstrong Avenue north of East Adams Avenue (APN: 340-130-14), to increase the number of lots from 74 to 95. Additionally, the project would rezone the property from R-1-10 (One-Family Residential Districts, Minimum 10,000 square foot lots) to R-1-7 (One-Family Residential Districts, Minimum 7,000 square foot lots). The Planning Commission will also consider adoption of an Addendum to the Mitigated Negative Declaration prepared for Tentative Map No. 6381. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 6) Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount. 7) OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER. 8) Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, Consolidated Irrigation District has determined that bidder shall possess a valid Class A Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract. The General Contractor or the General Contractor’s Subcontractors performing the associated well work are required to possess a Class C-57 Contractor’s License as required by County and State laws. Failure to possess the specified licenses shall render the Bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of Bid opening.
