NOTICE INVITING BIDS PURSUANT TO PUBLIC CONTRACT CODE 22000, ET SEQ.
(THE UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT)
Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-43, Education Center Annex Interior Finish Upgrades, to upgrade interior finishes at the first and second floors with an Add Alternate 1 to add carpet and paint in the Early Learning area.
Notice is hereby given pursuant to the provisions of Section 1770 et seq of the California Labor Code, each worker of the contractor and any of its subcontractors engaged in work on the Project shall be paid not less than the prevailing wage rate. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). Pursuant to Labor Code Section 1725.5, the DIR established a Contractor Registration Program, in which no contractor or subcontractor shall bid on, be listed in a bid, or engage in the performance of any public work contract without being registered.
Prime Contractor must have a valid Class “B” Contractor’s License.
A MANDATORY pre-bid conference has been scheduled at 10:00 AM, January 24, 2024 in front of the entrance of the Annex Building, 2348 Mariposa St., Fresno CA 93721. Contractors bidding as a Prime Contractor for the project must attend in order for their bid to be “responsive”. Immediately following the pre-bid conference will be a mandatory job-walk of the site(s). School sites are using the Raptor visitor management system that requires all visitors to show either a government-issued identification card or driver’s license to receive a badge and enter the campus. Bidders may arrive earlier than the scheduled time to obtain their badge, in addition parking will be limited and paid.
Sealed Bids must be received prior to 2:00 P.M. on February 06, 2024 on Procureware, the DISTRICT’s online bidding portal, after which time the bids will be opened and bid results posted.
Bids shall be accompanied by a certified check, cashier’s check, or a bidder’s bond in an amount not less than ten percent (10%) of total bids made payable to Fresno Unified.
The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code Section 22300 is permitted.

REQUEST FOR BIDS – BLYTHE AVE RECHARGE BASINS
In general, the Work consists of furnishing all labor, materials, equipment, and incidentals necessary to construct recharge basins including basin levees and keyways, cast-in-place and precast structures, RGRCP basin metering stands; furnishing and installing slide gates, propeller meters, corrugated HDPE pipe, PIP PVC pipe, RGRCP, and all other miscellaneous items to complete the work described in the Plans and Specifications to provide for fully functioning recharge basins. 1) Sealed bids will be received by the Riverdale Irrigation District prior to 11:00:00 a.m. (local time) on Thursday February 1st, 2024, at 21027 S Brawley Ave, Riverdale, CA 93656, and following said deadline all bids will be publicly opened and read. Notice is hereby given that the Board of Trustees of the State Center Community College District will receive sealed bids for the furnishing of all labor, materials, and services for Bid No. 2324-17, Student Services Network Infrastructure, Fresno City College.
Project scope includes renovation of the two Student Services (SS) Telecom Rooms with new racks, ladder trays, and termination and management hardware; new A/C units, new UPS equipment, and new vinyl flooring; re-terminate all Telecom Room side cabling; repurpose selected existing Cat6 drops for new contractor installed cameras and access points as per bid specifications.

SCCCD will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number (VBID) with a timestamp from the bid management system. Transmission of bids by any other means will not be accepted.
Failure of Bidder to submit an electronic bid shall be the bidder’s sole risk and no relief will be granted. Bidders experiencing technical difficulties shall contact PlanetBids at (818) 992-1771 for technical difficulties or help with the bid submission process.
The successful bidder will be required to furnish a Payment Bond, a Performance Bond, Workers Compensation and General Liability, Insurance as required by the Contract Documents. The successful bidder shall also be required to enter into a written agreement on a form provided by the District.
Bids must be accompanied by a bidder’s bond for at least ten (10%) of the amount of the bid and payable to the District, which shall be given as a guarantee that the bidder will enter into a contract if awarded the work. Said bond will be declared forfeited, paid to, or retained by the District as liquidated damages if the bidder refuses or neglects to enter into the contract provided by the District. An electronic copy of the bid bond must be submitted, and a physical copy should be held with the vendor and made available to District upon request.
Each Bidder submitting a proposal to complete the work, labor, materials and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations (DIR) registered contractor pursuant to Labor Code §1725.5 (“DIR Registered Contractor”). A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code §1725.5, all Subcontractors identified in a Bidder’s Subcontractors’ List shall be DIR Registered Contractors. If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors.
The Work is subject to payment of Prevailing Wage Rates (PWRs). The Contractor and all Subcontractors of every tier shall pay laborers performing any portion of the Work not less than the PWR established for the labor provided. Pursuant to Labor Code §1771.4(a)(4), PWR monitoring, and enforcement shall be by the Department of Industrial Relations.
The Director of the Department of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate per diem wages, rate for legal holidays and overtime work, and employee payments for health and welfare, vacation, pension and similar purposes applicable to the work to be performed. Said wages and rates are on file in the District Office and are incorporated herein by reference. Contractor must pay for any labor described or classified in an amount not less than the rates specified.
Consistent with Public Contract Code section 22300, the District shall, at the request and expense of the Contractor, permit the substitution of securities or the payment of funds equivalent to the amount of monies withheld as retention from progress payments.
The Board of Trustees reserves the right to reject any or all proposals, waive any informality in the receiving of bids, and consider quality, convenience, and reasonable qualifications as well as price in making awards.
