NOTICE IS HEREBY GIVEN that on Tuesday, January 29, 2019, a public hearing, as required by section 147(f) of the Internal Revenue Code of 1986, will be held by the Board of Supervisors of the County of Fresno (the “County”) with respect to the proposed issuance by the California Municipal Finance Authority (the “Authority”) of its revenue bonds in an amount not to exceed $30,000,000 (the “Bonds”). The Authority has informed the County that proceeds of the Bonds will be loaned by the Authority to the United Health Centers of the San Joaquin Valley, a California nonprofit public benefit corporation (the “Corporation”), and used to:
(a) refinance the outstanding California Municipal Finance Authority Insured Revenue Bonds (United Health Centers of the San Joaquin Valley), Series 2011, issued to (i) prepay a fixed rate, taxable bank loan obtained from Rabobank, N.A. to finance the construction of a new administration building located at 650 South Zediker Avenue, Parlier, California, including the payment of a related swap termination fee, and (ii) prepay a loan obtained from the Rural Community Assistance Corporation to finance the purchase and renovation of a health clinic located at 517 South Madera Avenue, Kerman, California, both facilities owned and operated by the Corporation;
(b) refinance a 2015 New Market Tax Credit loan incurred to (i) finance an approximately 4,960 square foot comprehensive health center located at 106 East Main Street, Fowler, California, providing medical, dental, optometry, behavioral health and chiropractic services, and (ii) and finance an approximately 14,562 square foot comprehensive health center located at 1570 Seventh Street, Sanger, California, providing medical, dental and optometry services, both facilities owned and operated by the Corporation;
(c) finance the construction of a new approximately 20,000 square foot comprehensive health center to be located at 2022 East Manning Avenue, Reedley, California, providing medical, dental, optometry, podiatry, laboratory, pharmacy and other services, to be owned and operated by the Corporation; and
(d) finance the construction of renovations to, and the acquisition of equipment for, the Corporation’s administration building located at 650 South Zediker Avenue, Parlier, California for conversion of the existing administrative space to use as a medical facility.
The Bonds and the obligation to pay principal of and interest thereon, and any redemption premium with respect thereto, do not constitute indebtedness or an obligation of the County, the Authority, the State of California or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them. The Bonds shall be a limited obligation of the Authority, payable solely from certain revenues duly pledged therefor and generally representing amounts paid by the Corporation and secured by deeds of trust over certain of the Corporation’s property.
The hearing will commence at 9:00 a.m. or as soon thereafter as the matter can be heard and will be held in the Board of Supervisors Chambers, 2281 Tulare Street, Fresno, California. Interested persons wishing to express their views on the issuance of the Bonds or on the nature and location of the facilities proposed to be financed may attend the public hearing or, prior to the time of the hearing, submit written comments.

NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Clovis for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited to, all the work to install assisted lift retractable bollards in Downtown Clovis along Pollasky Avenue from Third Street to Fifth Street. The work consists of acquiring and installing 47 vehicle rated assisted lift retractable bollards including constructing the concrete bollard foundations, trench resurfacing, restriping and protecting existing utilities and improvements in place. The work shall include clearing, grubbing, cleanup and temporary chain link fencing as required.
A complete listing of bid quantities is contained in the bid proposal form. Bids will be received for the complete work in accordance with the plans and specifications on file with the City Clerk at the Clovis Civic Center, Clovis, CA. Plans and specifications, forms of proposal, contract and special provisions can be downloaded free of charge from the vendor portal of PlanetBids, Inc., which is accessible on the City of Clovis website.
Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., January 29, 2019, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked:
Bid Proposal: Downtown Special Event Bollards – Phase I
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified or cashier’s check or bidder’s bond, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded. Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Clovis. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance. Pursuant to Public Contract Code Section 22300, substitution of securities for any monies withheld by the City of Clovis to ensure performance under the contract shall be permitted. In accordance with the provisions of Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California, securities may be substituted for monies withheld on the project.
In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the General Prevailing Rates and wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by section 3093, and similar purposes applicable to the work to be done. Said wages are available from the Internet web site of the California Department of Industrial Relations at http://www.dir.ca.gov/DLSR/PWD and also available at the City Clerk Office, Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. A copy of the above-mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party.
All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form. The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”. Bidders for this project must possess a valid Class A or B License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury.
The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.

REQUEST FOR BIDS
In general, the work consists of furnishing all labor, materials and equipment necessary to remove and dispose of (1) vineyard and one (1) almond orchard, and misc. other incidental trees and bushes on the sites for the Fresno Irrigation District at the following parcels: 1) Remove all irrigation pipe, valves & risers, grape vines, end posts, tee posts, wire, refuse, waste, and other debris within a 17+/- acre vineyard located at the southeast corner of Central and Marks Avenues in Fresno, CA (328-021-10). Vines to be pushed down by February 28, 2019. 2) Remove all irrigation pipe, valves & risers, almond trees, refuse, waste, and other debris within a 19+/- acre orchard at the southwest corner of Central and Hughes Avenues in Fresno, CA (328-021-01). Trees to be pushed down by February 28, 2019.
All items of work are to be 100% complete prior to 5:00 PM on March 29, 2019.
All tree/vine stumps, rootballs, and the majority of the related roots shall be removed from the site. The remaining voids are to be filled with existing material and grading of rough areas shall be smoothed such that the grade is within (1) foot elevation of the original grade. All material is to be removed from the parcels and appropriately disposed of at a facility approved to receive such materials. 1) Sealed bids will be received by the Fresno Irrigation District office prior to 2:00 p.m. (local time) on Thursday, January 31, 2019 at 2907 S.
