NOTICE IS HEREBY GIVEN THAT the Board of Supervisors (“Board”) of the County of Fresno (“County”) will hold a public hearing on January 24, 2023 at 9:30 a.m. or as soon thereafter as the matter may be heard, in the Board Chambers, Hall of Records, Third Floor, 2281 Tulare Street, Fresno, California, 93721, to consider and take action on adopting proposed amendments to County Ordinance Title 15 in Chapters 15.04, 15.08, 15.10, 15.12, 15.14, 15.16, 15.18, 15.20, 15.22, 15.28, 15.32, 15.48 and 15.60, relating to Building and Construction.  The Board will also be considering the approval of new chapters, 15.70 Emergency and Disaster Response, establishing procedures for Debris Removal and Temporary Housing, when housing is lost or made inhabitable due to fire, vehicle accident or other natural cause, and 15.80 Electric Vehicle Charging Systems to address permitting and plan review of Electrical Vehicle Charging systems in accordance with Assembly Bill 1236.
At the public hearing, the Board will conduct a first reading of the proposed Ordinance to consider its adoption, and set February 28, 2023, at 9:30 a.m., or as soon thereafter as the matter may be heard, at the Board Chambers, for the Board’s second reading and adoption of the proposed Ordinance (unless the Board orders a different date or location for taking such action).
The proposed changes to the Ordinance will bring Fresno County into compliance with the currently adopted State Building Standards Code and update the County’s amendments, which adapt the State Code to local needs. 
Anyone may attend the public hearing and meeting of the Board and make any oral or written presentations at that time.  In addition, if you wish to submit any written comments to the Board on this matter in advance of the hearing or meeting, you may deliver those comments, either personally or by mail, to the Clerk at the above address.  If you wish to present any such written comments to the Board, you are encouraged to do so sufficiently in advance of the public hearing or meeting so that County staff and the Board can have enough time to take your comments into consideration in advance of the Board hearing.

NOTICE IS HEREBY GIVEN that on Thursday, January 26, 2023, at 6:00 p.m., the Clovis Planning Commission will conduct a public hearing in the City Council Chamber, 1033 Fifth Street, Clovis, CA 93612, to consider the following item:
1.     CUP2020-004, Review of a previously approved conditional use permit allowing the expansion of an existing athletic facility to include outdoor athletic training, activities, and events for a portion of an approximate 0.6 acre property located at 340 Clovis Avenue with regard to compliance with the conditions of approval. If the Planning Commission determines that the project is out of compliance with the conditions of approval, the Commission may act to modify CUP2020-004 and its conditions of approval or to revoke the permit pursuant to Section 9.92.060 of the Clovis Municipal Code. For Project Item No. 1, the original approval of CUP 2020-004 in September of 2020 was found to be exempt from CEQA pursuant to a Class I categorical exemption, which exempts existing facilities. No further review under the California Environmental Quality Act is required in conjunction with the review of project with regard to compliance with the conditions of approval. Any action by the City to enforce conditions or to revoke CUP2020-004, if required, is exempt from CEQA pursuant to a Class 21 categorical exemption, which exempts enforcement actions by regulatory agencies.

REGARDING ANNEXATION OF TERRITORY TO CITY OF FRESNO
COMMUNITY FACILITIES DISTRICT NO. 11
ANNEXATION NO. 135
Notice is hereby given that on December 15, 2022, the City Council of the City of Fresno (City) adopted Council Resolution No. 2022-300 to annex Final Tract Map No. 5388 to the City of Fresno Community Facilities District No. 11 (CFD No. 11) and to authorize the levy of Special Taxes under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (City Law).  Under this City Law and Council Resolution No. 2022-300, the City gives notice as follows:
a.  The text of Council Resolution No. 2022-300, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof.  The text of Council Resolution No. 2022-300 is summarized as follows:
b.  As permitted by City Law, the City is undertaking proceedings to annex additional territory to CFD No. 11, the boundaries of which are shown on the map on file with the City Clerk.
c.  The purpose of CFD No. 11 is to provide financing for the maintenance of the landscaping and irrigation systems, open spaces, trails, concrete curbs, gutters, medians, hardscaping and sidewalks, street lights, local street paving and street name signage plus any added developer requested features (Services) located in street, landscaping and open space easements and public properties associated with the subdivision as more fully described in Council Resolution No. 2022-300 and Exhibit C thereto.
d.  The method of financing the Services is through the imposition and levy of a special tax (Special Tax) to be apportioned on the properties in CFD No. 11 under the rate and method of apportionment described in Council Resolution No. 2022-300 and Exhibit D thereto.  The Special Tax requires the approval of two-thirds of the qualified electors of CFD No. 11 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.
e.  The Special Tax, if approved, will be used to finance all or a portion of the Services.
f.   The Director of Public Works of the City or his designee is directed to cause to be prepared a written report for CFD No. 11, Annexation No. 135 (District Report) that shows the Services by type and required to adequately meet the needs of CFD No. 11 and the estimated costs of the Services.  The District Report will be made a permanent part of the record of the public hearing specified below.  Reference is made to the District Report as filed with the City Clerk.
g.  As set forth below, the City will hold a public hearing on the annexation of Final Tract Map No. 5388 to CFD No. 11 with its Services and Special Tax.
h.  The time and place established under Council Resolution No. 2022-300 for the public hearing required under City Law are Thursday, January 19, 2023, at the hour of 10:00 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.
  At the hearing, the testimony of all interested persons or taxpayers for or against the proposed annexation to CFD No. 11, the extent of CFD No. 11 or the furnishing of the Services will be heard.  Any person interested may file a protest in writing as provided by City Law.  If fifty percent or more of the registered voters, or six registered voters, whichever is more, residing in the territory proposed to be annexed to CFD No. 11, or the owners of one-half or more of the area of land in the territory proposed to be annexed to CFD No. 11 and not exempt from the Special Tax, file written protests against the annexation and the protests are not withdrawn to reduce the value of the protests to less than a majority, the City will take no further action to annex to CFD No. 11 or levy the Special Taxes for a period of one-year from the date of the decision of the City, and if the majority protests of the registered voters or landowners are only against the furnishing of a type or types of facilities within CFD No. 11, or against levying a specified Special Tax, those types of facilities or the specified Special Tax will be eliminated from the proceedings to annex to CFD No. 11.
            The proposed voting procedure will be by mailed ballot among the property owners within the territory proposed to be annexed to CFD No. 11.

The Request for Qualification (RFQ) is to prequalify a pool of licensed carriers to provide transportation services to student and/or adult passengers on District sanctioned activities utilizing either public or private funds. Contract term is for 3-year period with the option to renew for two (2) additional one-year periods.
A MANDATORY pre-qualifications conference is scheduled on January 19, 2023 at 10:00 a.m. Vendors interested in responding to this RFQ must attend in order to have their Qualifications accepted as responsive.  The virtual pre-qualifications conference will be hosted via Microsoft Teams with options to join online or over the phone. Instructions are posted on Procureware.
Qualifications will be received prior to 2:01 P.M. on February 1, 2023 on Procureware, the District’s online purchasing portal https://fresnousdpurchasing.procureware.com/home. Qualifications received later than the designated time and date will not be accepted. Facsimile (FAX), e-mailed, or hard copies of submittals will not be accepted. Qualifications will not be read out loud since award is based on various criteria which could result in multiple vendor awards.
The DISTRICT reserves the right to accept or reject any or all Qualifications or any combination thereof and to waive any informality in the RFQ process.
