NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Tuesday, September 7, 2021, a public hearing as required by section 147(f) of the Internal Revenue Code of 1986 will be held by the Board of Supervisors (the “Board”) of the County of Fresno (the “County”) with respect to the proposed issuance by the California Municipal Finance Authority (the “Authority”) of its revenue bonds in one or more series in an amount not to exceed $19,600,000 issued as part of a plan to finance the facilities described herein (the “Bonds”) for the benefit of Valley Health Team, Inc., a nonprofit public benefit corporation as described in section 501(c)(3) of the Internal Revenue Code of 1986 (the “Corporation”). The Authority informs the Board of Supervisors that proceeds of the Bonds will be used to make a loan to the Corporation, to enable the Corporation to:
(a) refinance the portion of the outstanding California Health Facilities Financing Authority Insured Revenue Bonds (Clinicas de Salud del Pueblo, Inc. and Valley Health Team, Inc.), 2008 Series A, issued for the Corporation ($1,100,000), which bonds were issued to:
(i) provide for the refunding of the remaining outstanding amount of the $10,385,000 Local Medical Facilities Financing Authority Certificates of Participation (Insured California Health Clinic Projects) that related to the Corporation, issued to finance the acquisition of land and construction of an approximately 7,300 square foot facility located at 21890 Colorado Avenue, San Joaquin, California, to expand medical and support services (the “San Joaquin Facility”),
(ii) finance the completion of renovations to the Corporation’s Kerman Health Center (the “Kerman Facility”), located at 449 South Madera Avenue, Kerman, California,
(iii) refinance a commercial loan obtained to purchase the Kerman Facility, renovate the San Joaquin Facility, construct the Corporation’s Mobile Transportation Building located adjacent to the San Joaquin Facility, and purchase vacant property located at 21650 West Manning Avenue, San Joaquin, California,
(iv) refinance a commercial loan obtained to complete renovations to the Kerman Facility,
(v) purchase furniture and equipment for the Kerman Facility, and
(vi) purchase practice management system software and computer hardware to support the Corporation;
(b) finance the construction and equipment of a new health facility to be located at 121 West Sierra Street in Kingsburg, California ($8,000,000); and
(c) finance the construction and equipment of a new health facility to be located at 689 N Street in Firebaugh, California ($10,500,000)
(collectively, the “Project”).
All facilities are or will be owned and operated by the Corporation.
The Bonds and the obligation to pay principal thereof and interest thereon and any redemption premium with respect thereto do not constitute indebtedness or an obligation, or the pledge of the full faith and credit, of the County, the Authority, the State of California or any political subdivision thereof, within the meaning of any constitutional or statutory debt limitation, or a charge against the general credit or taxing powers of any of them. The Bonds shall be a limited obligation of the Authority, payable solely from certain revenues duly pledged therefor and generally representing amounts paid by the Corporation.
The hearing will commence at 10:00 a.m., local time, or as soon thereafter as the matter can be heard and will be held at the Board of Supervisors Chambers, Fresno County Hall of Records, 2281 Tulare Street, Room 301, Fresno, California. Interested persons wishing to express their views on the issuance of the Bonds or on the nature and location of the facilities proposed to be financed or refinanced may attend the public hearing or, prior to the time of the hearing, submit written comments.

The City of Fresno is soliciting proposals to provide, maintain, service, and support copier/ multifunctional devices (MFDS) for all City Divisions as well as production quality copiers with a variety of finishing capabilities for the Central Printing Division. The ideal service provider will have proven capabilities to provide a comprehensive program for minimizing interruptions in service and convenience of administration with billing reports and cost allocation. In addition, the service provider will include a proposal for network and print management program. The service provider will also provide their document imaging solution. This request is for a five (5) year Contract with four (4) possible one (1) year extensions.
