NOTICE IS HEREBY GIVEN:

In accordance with the California Environmental Quality Act, State Center Community College District has prepared an Initial Study and Mitigated Negative Declaration for the proposed Fresno City College Softball Field Improvement Project.  Based on the Initial Stud, the District has determined that although the project could have a significant effect on the environment, there would not be a significant effect because the District has incorporated into the project mitigation measures that would avoid any significant effects of the project or reduce the effects to an insignificant level.

The Board of Trustees of State Center Community College District will consider adopting the proposed Mitigated Negative Declaration and approving the project on Tuesday, October 4th, 2022, at 4:30 p.m. or as soon thereafter as possible.  The Board of Trustees will be conducting this meeting remotely using Zoom and YouTube in accordance with Government Code section 54953 subdivision (e) because there is a proclaimed state of emergency regarding COVID-19 and as a result of the emergency, meeting in person would present imminent risks to the health or safety of attendees and also because state or local officials have imposed or recommended measures to promote social distancing.  Instructions for connecting  to board meetings using ConferZoom are available at the following website:  https://www.scccd.edu/lp/board-meetings-on-zoom.huml. Project Location and Description:

The project site is located on the north side of the Fresno City College campus (addressed at 1101 E. University Avenue, Fresno, CA 93704), south of Yale Avenue, east of College Avenue and west of the BNSF railroad tracks.  The project encompasses approximately 2.0 acres within the campus in an area currently occupied by the college’s existing softball field and a portion of the grass-turfed area located immediately west of the softball field.  The area surrounding the project site consists of other existing Fresno City College athletic facilities (gymnasium, swimming pools, tennis courts), single-family and multifamily residential development, green space, and railroad tracks.  The project does not entail an expansion of the existing campus boundaries. 

The project would make substantial improvements to Fresno City College’s existing softball facilities for the purposes of addressing the long-standing facility inequities that exist in the women’s softball field and increasing the overall quality and student experience of those enrolled in courses at the facility and women’s softball program.  The proposed improvements include new bleacher seating (200-person seating capacity), an announcer’s booth, in-ground dugout enclosures, a batting cage area, two pitching warm-up areas, backstop fencing (minimum 30-foot-tall netting style system), windscreens (replacing existing windscreens on chain-link fencing), and field lighting.  The project would utilize the existing softball field’s outfield fencing, foul poles, and scoreboard.  Field lighting would consist of light fixtures mounted on six 60-foot-tall poles.  The lighting fixtures would utilize state-of-the-art LED lighting designed and oriented to light the field and project areas adjacent to the field that need to be lighted with little or no spillover on non-project areas.  The project also includes construction of a team building (measuring 1,756 square feet and containing a team room, coach’s office, restrooms, snack bar, and storage areas), three ADA parking stalls, and concrete sidewalk areas.  The three ADA parking stalls would be accessed via an existing on-campus access road and existing driveways on the east side of College Avenue near Cambridge Avenue.

The project would operate year-round, with most activity occurring during the January-May collegiate softball season.  The project is expected to host up to 20 games plus team practices during the softball season.  The project may also be utilized for hosting occasional collegiate softball tournaments.  Games and practices would be held on weekdays and weekends and would be scheduled for both daytime and evening hours.  Operational hours would range from 7:00am to 10:00pm.  The project would not increase the total number of games or overall number of tournaments that occur per year under existing conditions.  Further, the project’s use would be limited to the FCC softball program; other unaffiliated uses are not entailed as part of the project.  If approved, the project is anticipated to begin construction in late 2022 and be completed by fall/winter 2023, with the project beginning operation during the 2023-24 academic year.

Mitigation Measures: The District has incorporated into the project mitigation measures for potentially significant project impacts related to aesthetics, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, and noise.  The mitigation measures are included in the Summary Table of Mitigation Measures of the Initial Study and throughout the body of the report.

NOTICE TO BIDDERS

Notice is hereby given that the Board of Trustees of the State Center Community College District will receive sealed bids for the furnishing of all labor, materials, and services for Bid No. 2223-03, Athletics Irrigation Upgrades, Phase I, Fresno City College,

Engineer’s Estimate: $204,000.00

The new improvements for the SCCCD Irrigation Improvements at Fresno City College-Euless Stadium shall include but not necessarily be limited to removal of existing irrigation controller, irrigation booster pump, sand filter, concrete paving, electrical panels, conduit, wiring and miscellaneous underground and above grade facilities. New improvements shall provide a new irrigation water service to the Euless Stadium electrical panels, conduit, wiring and miscellaneous underground and above grade facilities. New Improvements shall provide a new irrigation water to a new irrigation booster pump. New irrigation controller and CCU shall be provided and installed in the existing pump enclosure at the Euless Stadium site. New cast in place concrete paving over compacted subgrade is required and miscellaneous electrical work for the new pump and controller are required.

Bids must be accompanied by a bidder’s bond for at least ten (10%) of the amount of the bid and payable to the district, which shall be given as a guarantee that the bidder will enter into a contract if awarded the work. Said bond will be declared forfeited, paid to, or retained by the District as liquidated damages if the bidder refuses or neglects to enter into the contract provided by the District. Contractors and Subcontractors will be required to stay updated on any changes to the DIR guidelines and to make sure they remain within compliance.

Contractor certifies that Contractor and its trustees, shareholders, partners, officers, employees, agents, representatives, subcontractors, and students will not access SCCCD owned or operated indoor space for more than 15 minutes, unless the person accessing the indoor space is fully vaccinated against COVID-19. Contractor certifies that it has collected and maintains proof that all persons accessing SCCCD indoor space are fully vaccinated against COVID-19. Contractor will show proof of vaccination for any person who has accessed, or will access, SCCCD indoor space, upon SCCCD’s request. These requirements are effective as of October 15, 2021 including current modernization projects. Exceptions will be granted for new or existing projects when contractor, contractor employees, subcontractors, or other contractor representatives will not enter SCCCD District occupied facilities for longer than 15 minutes.

Each Bidder submitting a proposal to complete the work, labor, materials and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations (DIR) registered contractor pursuant to Labor Code § 1725.5 (“DIR Registered Contractor”). A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code § 1725.5, all Subcontractors identified in a Bidder’s Subcontractor’s List shall be DIR Registered Contractors. If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractor’s, of any tier, shall be DIR Registered Contractors.

The Work is subject to payment of Prevailing Wage Rates (PWRs). The Contractor and all Subcontractors of every tier shall pay laborers performing any portion of the Work not less than the PWR established for the labor provided. Pursuant to Labor Code §1771.4(a)(4), PWR monitoring and enforcement shall be by the Department of Industrial Relations.

The Director of the Department of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate per diem wages, rate for legal holidays and overtime work, and employee payments for health and welfare, vacation, pension and similar purposes applicable to the work to be performed. Said wages and rates are on file in the District Office and are incorporated herein by reference. Contractor must pay for any labor described or classified in an amount not less than rates specified.

Consistent with Public Contract Code section 22300, the District shall, at the request and expense of the Contractor, permit the substitution of securities or the payment of funds equivalent to the amount of monies withheld as retention from progress payments.

The Board of Trustees reserves the right to reject any or all proposals, waive any formality in the receiving of bids, and consider quality, convenience, and reasonable qualifications as well as price in making awards.
