The scope of work includes the construction of two ultra-low NOx flares integrated into SCADA, digester gas booster blower skid, combustion air blowers and related piping, addition of an electrical building to house a new motor control center, variable frequency drives, vendor control panel, and relocated existing flare control panel, addition of a medium-voltage transformer.

NOTICE IS HEREBY GIVEN that on Thursday, September 2, 2021 at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a regular meeting at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to hear and consider the following:
Marshall Elementary (Fowler Unified School District): Zoning Amendment and Annexation. Fowler Unified School District proposes to prezone 2.97 acres of land (APN 340-130-29T), located on the west side of South Armstrong Avenue between East Adams and East Clayton Avenues, to the RCO (Resource Conservation, Public Use, and Open Space) Zone District. In order to provide a logical boundary, the City proposes to prezone 0.33 acres of land (APN 340-220-33) to the RCO zone district. Both parcels are proposed for annexation. The Planning Commission will also consider adoption of an Addendum and Mitigation Monitoring and Reporting Program in accordance with the California Environmental Quality Act as a responsible agency to a previously adopted Mitigated Negative Declaration (State Clearinghouse No. 2021050269) pursuant to the California Environmental Quality Act (CEQA). Recommendations on all project components will be forwarded to the City Council for its consideration at a future meeting.
The Commission requests your participation and the public is welcome to speak at the hearing. If you challenge any action in court, you may be limited to challenge only those issues raised at the Planning Commission and City Council public hearings, or in written correspondence delivered to the Planning and Community Development Department at, or prior to, the public hearing.
This meeting will be conducted pursuant to the provision of Paragraph 11 of the Governor’s Executive Order N-25-20 which suspends certain requirements of the Ralph M. Brown Act, and as a response to mitigating the spread of COVID-19, the meeting will not be open to the public.
