PUBLIC HEARING TO CONSIDER APPLICATION No. 21-10, THE CARBALLO APARTMENTS PROJECT, submitted by Julio Carballo and proposing a 15-unit apartment complex at 755 Marie Street (APN 013-106-15). The project includes a General Plan amendment to change the property’s land use designation from Medium-High Density Residential to High Density Residential, a rezone to amend the City’s official Zoning Map to change the property’s zoning designation from R-2 (Multiple Family Medium High Density Residential) to R-3 (Multiple Family High Density Residential), and Site Plan Review to consider the configuration of the development. NOTICE IS HEREBY GIVEN that FCSS requests proposals for: (1) educational and support services for students before and after school at the School Sites set forth on RFP Document C – Expanded Learning Program and Operations Information Sheet; and (2) educational and support services for supplemental programs at selected School Sites for students during summers, winter, Saturdays, and other designated periods from interested respondents in accordance with this Notice of Requests for Proposals and other documents in the RFP Packet. Contractor certifies that it has collected and maintains proof that all persons accessing SCCCD indoor space are fully vaccinated against COVID-19. Contractor will show proof of vaccination for any person who has accessed, or will access, SCCCD indoor space, upon SCCCD’s request. Each Bidder submitting a proposal to complete the work, labor, materials and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations (DIR) registered contractor pursuant to Labor Code 1725.5 (“DIR Registered Contractor”). A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code 1725.5, all Subcontractors identified in a Bidder’s Subcontractors’ List shall be DIR Registered Contractors. Bid Proposal: Dry Creek Park Playground Resurfacing
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. Bidders for this project must possess a valid Class A or C-61/D-12 License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury.
Define the determination of the lowest bid
The lowest bid shall be determined by the amount of the base bid. The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined.
The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
Time of completion for the Project shall be Fifteen (15) Working Days and additional Five (5) Working Days for Add Alternates from the date established in the Owner’s Notice to Proceed.
Delete this paragraph if Owner chooses to not use a retention higher than 5%
Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof. The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract.

NOTICE IS FURTHER GIVEN that at that time and place, the Board will hear all objections presented to it regarding the correctness of any 2022 Westlands Water District assessment valuation as made by the Assessor of said District pursuant to the District’s 2022 Benefit Assessment and set forth in 2022 Assessment Book of the District on file with said Board and will continue in session from day to day until all objections and relevant evidence have been acted upon by said Board and, after hearing all objections and evidence, said Board will revise the valuation of any parcel of land as necessary to reflect its proper valuation and will fix the valuations of the parcels of land, if any, that have not been assessed.
NOTICE IS FURTHER GIVEN that objections to the valuation must be preceded by the filing with the Secretary of the Board of Directors, prior to 5 p.m., on May 10, 2022, of a written application for a modification of valuation(s) showing the facts claimed to require the reduction and the applicant’s opinion of the proper valuation(s) of said property.
