CITY OF FRESNO REQUEST FOR QUALIFICATIONS (RFQ)

THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT  

“STATEMENT OF QUALIFICATIONS” (SOQs) FOR GRANT APPLICATION AND ADMINISTRATION SERVICES FOR THE DEPARTMENT OF PUBLIC UTILITIES

The City of Fresno (City) desires to select a Consultant to provide grant review, evaluation, application preparation, and administration services for the Department of Public Utilities (DPU). These services would requested on an as-needed basis as specific grant or loan funding opportunities arise for drinking water, wastewater, recycled water, and solid waste management projects.

The contract term is for three years, with provisions for two one-year extensions. The City anticipates allocating $150,000 per year for grant application and administration services.

This Request for Qualifications (RFQ) is to provide the City with information about firms’ qualifications to provide grant application and administration services for DPU, specifically focused on drinking water, wastewater, recycled water, and solid waste management projects. The range of services to be provided includes, but is not limited to: funding program review and evaluation of suitability, preliminary scoring evaluation of projects being considered for funding, contact with state, federal or other funding program managers to understand requirements, preparation of funding applications in accordance with the specific grant requirements, preliminary cost estimation, project description, supporting information development required for funding applications, and grant administration and reporting services after grants are awarded. 

Qualified Consultants must demonstrate experience with preparing grant applications for drinking water, wastewater, recycled water, and solid waste management projects, including the successful submittal of at least three grant submittals to the state and/or federal government.
