The Kerman City Council last week gave its final approvals to a 22-acre development that will include 118 homes and 54 upscale apartment units.

With its new urbanist design principals, Whispering Falls Kerman has been a long-term project for Boyd Real Estate Co. in Kerman. The site is located in the southwestern corner of town at the southeast corner of Modoc and California avenues.

Ground is expected to be broken for the project in early 2026, according to a news release from the City of Kerman. It would include 118 market-rate, single-family homes and 54 upscale, multi-family units.

The Kerman City Council unanimously approved the project following annexation approvals by Fresno County earlier this year. The final approvals from the council on Aug. 13 include a final map and subdivision agreement and annexation into a city landscape and lighting district. The project is designed with generous landscaping and water features, according to the release.

Lars Andersen & Associates, Inc., 2025 winner of The Business Journal’s Family Owned Business Award, helped design the project with its client Ken Boyd and Boyd Real Estate.

“Mr. Boyd’s bold vision is to bring a level of residential living Kerman has never seen before, and we are honored to help make it happen,” according to a social media post from Lars Andersen. “This one-of-a-kind community will feature resort-style amenities usually found only in vacation destinations: lazy river, splash pad, sparkling pool, clubhouse, conference room, fitness center, mailroom, catering kitchen, and a beautiful pavilion.”

According to City Manager John Jansons, “the City Council is excited to see this project move forward to offer more housing choice and availability in Kerman to further the Council’s dynamic vision for the future.”
