A Fresno podiatrist and a Clovis medical sales representative pleaded guilty to conspiracy to commit health care fraud, U.S. Attorney Eric Grant announced on Monday.
Felipe Ruiz, 51, of Fresno, and Jose Gabriel Aguirre, 52, of Clovis, admitted to defrauding Medicare and Medi-Cal from June 2021 and January 2024.
Ruiz was a podiatrist with West Coast Podiatry Inc. (WCP), which has clinics in Fresno, Madera and Stanislaus counties. Aguirre was a sales representative who sold skin grafts to WCP.
According to court documents, Ruiz bought skin grafts from Aguirre and allowed him to apply them to Medicare and Medi-Cal patients — despite not being a licensed health care provider.
Medicare and Medi-Cal reimbursed Ruiz for the services he didn’t perform. Ruiz later paid Aguirre some of the reimbursements.
Their scheme was uncovered after an investigation by the U.S. Department of Health and Human Services Office of Inspector General and the FBI.
Both Ruiz and Aguirre are scheduled for sentencing on Jan. 20. They each face a maximum prison sentence of 10 years and a $250,000 fine.
