A Fresno organization that helps the newly housed has merged with WestCare California, Inc., one of the region’s largest networks for residential and outpatient health and human services.
Wings Advocacy Fresno became a program under WestCare California in September 2023. Wings Advocacy Fresno was first established in 2013 by community volunteers and has served Fresno’s newly housed individuals, families and veterans, as well as women and children affected by domestic violence.
Volunteers have provided support by assisting in obtaining documents including birth certificates and Social Security cards as well as providing home furnishings donated by community donors for the newly housed.
Through this merger, WestCare California aims to uphold Wings Advocacy Fresno’s mission of affirming every human being’s right to shelter.
“It is our intent to bolster their current marketing, procurement, and volunteer recruitment efforts to better serve and uplift the families they support. Without the steadfast efforts, selflessness, and compassion of their volunteers and board members, Wings Advocacy Fresno would not have been able to become the strong advocate for those experiencing homelessness as it is today,” according to a news release announcing the merger.
Wings Advocacy Fresno gains administrative support with this merger to continue uplifting its ever-growing volunteer base and board, according to the release.
WestCare services include substance abuse and addiction treatment, homeless and runaway shelters, domestic violence treatment and prevention, and mental health programs.

WestCare California is based in Fresno with programs in 30 locations from Chico to San Diego. It has a daily client base of more than 2,500.
