The Fresno County Department of Public Health (FCDPH) and the City of Clovis announced Thursday the passage of a groundbreaking Tobacco Retail Licensing ordinance, calling it a significant step towards the protection of youth and the community from the potential harm of tobacco products.
The ordinance grants the Clovis Police Department the authority to regulate the sale of tobacco products, including flavored vapes and menthol cigarettes, helping the city comply with state and local laws.
The ordinance also provides the groundwork for authorities to hold retailers accountable, creating a healthier environment for Valley residents.
“I commend the City of Clovis for adopting the tobacco retail license (TRL) ordinance to help ensure all retailers are following the law. This TRL will help prohibit the sales of tobacco products to underage residents in Clovis,” said Fresno County Supervisor Nathan Magsig.
The ordinance is a result of the collaborative efforts between the City of Clovis, the Clovis Police Department and local community groups.
The Clovis Police Department reported that of 85 licensed retailers, only 47 received inspections last year. Of those inspected, nearly three-fourths (74%) of stores were found to be in compliance.
The California Synar Tobacco Purchase Survey reported a 21.9% statewide violation rate.
“The ordinance amendment will give the Police Department the ability to hold the owner/licensee accountable for their business practices while keeping tobacco products out of the hands of minors,” Corporal Sean O’Brien from the Clovis Police Department said.
Clovis is the fourth city in Fresno County to have adopted a tobacco retail license ordinance joining Firebaugh, Fowler and Parlier.
