The CEO of a Fresno-based home health care company was arrested at San Francisco International Airport while attempting to board a flight to Nigeria, U.S. Attorney Eric Grant announced Wednesday, Dec. 3.
According to court documents, Cashmir Chinedu Luke, CEO of Four Corners Health LLC, is accused of defrauding the Department of Veterans Affairs (VA) of more than $7 million. Court documents state that, between December 2019 and July 2024, Luke, of Antioch, submitted approximately 10,000 false claims of care provided on behalf of the company, causing the Department of Veterans Affairs (VA) to reimburse Four Corners $7 million for duplicate claims.
Prosecutors allege that the duplicate claims were for services when caretakers were not present as well as for hours beyond the services workers provided. Claims include services allegedly rendered to veterans weeks after they had died.
Four Corners Health LLC provided unskilled, in-home nursing and daily care for elderly VA beneficiaries in Fresno, Tulare, Madera, Merced, Mariposa, San Francisco and Contra Costa counties.
Investigators say Luke was the sole owner and billing representative of the company and misled the VA third-party benefits administrator as it attempted to recover improper payments. Prosecutors believe he immediately spent or transferred funds, making purchases on personal expenses and moving them through bank accounts in Asia and Africa.
The case was investigated by the U.S. Veterans Affairs Office of Inspector General. Assistant U.S. Attorney Calvin Lee is prosecuting the case.
Luke faces up to 10 years in prison and a $250,000 fine if convicted.
