The Porterville City Council issued a response to the recent closure of the Autumn Oaks residential care facility, sending a letter to the state following the discovery of health and safety violations that placed residents at immediate risk.

Tulare County health officials ordered the facility shut down recently after identifying unsanitary living conditions, inducing rodent and insect infestations and unsafe food storage practices. Residents were required to immediately relocate.

The City issued a statement publicly commending Tulare County and its staff for their swift action. The situation was handled quickly by county personnel assisting in emergency relocation efforts without direct assistance from the state agency responsible for licensing and oversight.

Over the last several years the site had received 53 complaints documenting similar concerns at the property. Despite the complaints, the overseeing agencies — California Department of Social Services (CDSS) and Community Care Licensing Division (CCL) neglected to take corrective action, drawing concern about the adequacy of state oversight, enforcement and communication, said city officials.

The City of Porterville is requesting the state conduct a formal examination of the circumstances surrounding the facility, and also called for strengthening of oversight and enforcement practices.

“The City remains committed to protecting the health, safety, and dignity of all Porterville residents and will continue working with County and State partners to prevent future incidents.”

The Porterville City Council believes a formal response to be necessary to advocate for the accountability, transparency and protection of those relying on such facilities.
