Caruthers CSD – Fire Hydrant Replacement Project
REQUEST FOR BIDS
The Caruthers Community Services District is soliciting bids for construction of the Fire Hydrant Replacement, CDBG Project No. 22111. The Caruthers Community Services District hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award.
In general, the Work consists of the replacement of wet barrel fire hydrants with dry barrel fire hydrants. 1) The Bids will be publicly opened and read by the Caruthers Community Services District at 2:00 p.m. on Wednesday June 5, 2024, at 13617 S. Raider Avenue, Caruthers, CA 93609. 2) Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until The Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 3) A non-mandatory pre-bid meeting and project site tour will be held at 10:00 a.m. on Wednesday May 22, 2024, beginning at the Caruthers Community Services District office. Contractors shall personally examine the project site prior to bidding. 4) Bidding Documents may be obtained from Provost & Pritchard Consulting Group. If there is a difference between the minimum wage rates determined by the Secretary of Labor and the prevailing wage rates determined by the Director of California Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. A copy of such prevailing wage rates are on file at the offices of the Caruthers Community Services District, and are incorporated herein by reference. 6) Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount. 7) The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u. Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low and very low income persons residing within the project area and that the contracts for work in connection with the project be awarded to eligible business concerns which are located in, or owned in substantial part by persons residing in, the area of the project. Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the project specifications. All pages of the Preliminary (Anticipated) Statement of Workforce Needs, also contained in the project specifications, will be required to be completed and submitted prior to award. NOTICE IS HEREBY GIVEN that the Board of Trustees of the State Center Community College District (“District”) invites and will receive sealed bids (“Bids”) from general contractors (“Contractor(s)” or “Bidder(s)”) for the furnishing to District of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for the following project (“Project”):

CONTRACTOR’S LICENSE(S):
Unless otherwise provided in the Instructions for Bidders, each Bidder shall be a licensed contractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following classification(s) throughout the time it submits its Bid and for the duration of the contract:

Bidders are solely responsible for on-time electronic submission of their bid through PlanetBids.
It is the bidder’s sole responsibility to contact State Center Community College District’s online bid management provider, PlanetBids at 818-992-1771, to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic Proposal, and for the stability of their internet service, prior to bid due date and time.

Bids must be complete and responsive to all portions of the Contract Documents. Bids must be submitted on the District’s Bid Forms. Any addenda will be posted on PlanetBids (“Website”). REQUEST FOR INFORMATION (“RFI”):
All requests for information (“RFI”) must be submitted electronically via PlanetBids Question & Answer (“Q&A”) tab at PlanetBids by 2:00 pm on May 28, 2024. Questions submitted after this date will not be reviewed or answered.
BONDS AND INSURANCE:
Each Bid shall be accompanied by a Bid Bond as bid security secured from a California admitted surety company the form provided by the District in the Contract Documents (“Bid Security”). The amount of the Bid Security shall be at least ten percent (10%) of Bidder’s Total Bid Price, made payable to the State Center Community College District. The Bid Security shall be provided as a guarantee that within five (5) working days after the District provides the successful Bidder the Notice of Award, the successful Bidder will enter into a contract and provide the necessary bonds and certificates of insurance. The successful bidder will forfeit the Bid Security if the Bidder fails to comply. No interest will be paid on funds deposited with District.
The successful Bidder will be required to furnish a Performance Bond and a Labor and Material Payment Bond, from a California admitted surety company and, on the forms, provided in the Contract Documents, each in an amount equal to one hundred percent (100%) of the Contract Price.
Pursuant to Section 22300 of the Public Contract Code of the State of California, the successful Bidder may substitute certain securities for funds withheld by District to ensure its performance under the contract.
DEPARTMENT OF INDUSTRIAL RELATIONS (“DIR”):
The successful Bidder and all Bidder’s Subcontractors must pay all workers on work performed pursuant to a contract for the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California (“DIR”), for the type of work performed and the locality in which the work is to be performed, pursuant to sections 1770 et seq. of the Labor Code. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the Contract, as determined by Director of the DIR, are on file at the District’s administrative office. Prevailing wage rates are also available from the District or on the internet at (http://www.dir.ca.gov).
Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No Bid will be accepted nor any contract entered into without proof of the contractor’s and subcontractors’ current registration with the Department of Industrial Relations to perform public work. The Project is subject to compliance monitoring and enforcement by the DIR. The successful Bidder must post job site notices, as prescribed by regulation. The successful Bidder must comply with all requirements of Labor Code section 1771.4, except the requirements that are exempted by the Labor Commissioner of California (“Labor Commissioner”) for the Project. All Bidders must comply with the registration and compliance monitoring provisions of Labor Code section 1771.4, including furnishing its certified payroll records to the Labor Commissioner and complying with enforcement by the DIR.
DISTRICT’S RIGHT TO REJECT:
District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
Any claim by Bidder that its Bid contains an error, or request for relief from its Bid, made after the time for opening of Bids, must be made in compliance with Public Contract Code section 5100 et seq. Upon written request, Bidder may withdraw its Bid prior to the time for opening of Bids without forfeiting its Bid Security. Any request to withdraw a Bid must be executed by the Bidder or its duly authorized representative. NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Clovis for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited street rehabilitation on Armstrong Avenue from Bullard to Sierra including pulverizing in place and replacing A.C. pavement; replacement of concrete curb returns, concrete sidewalk, concrete curb & gutter; adjustment of existing utility manholes and utility valve boxes to finish grades; replacement of traffic striping, markings and signage, traffic loop detectors; and traffic signal modification on the Armstrong Avenue Street Rehabilitation (“Project”).
A complete listing of bid quantities is contained in the bid proposal form. Bids will be received for the complete work in accordance with the plans and specifications on file with the City Clerk at the Clovis Civic Center, Clovis, CA. Bid Proposal: Armstrong Avenue Street Rehabilitation
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified or cashier’s check or bidder’s bond on the City’s form, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials (Payment) Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded. Said bonds shall be on the City’s forms and shall be issued by a surety company which is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, which has a rating not lower than “A-” as rated by A.M. Best Company, Inc. or other independent rating companies, and which is acceptable to the City of Clovis. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance. In accordance with the provisions of Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California, securities may be substituted for monies withheld on the project.
In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the General Prevailing Rates and wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by section 3093, and similar purposes applicable to the work to be done. Said wages are available from the Internet web site of the California Department of Industrial Relations at http://www.dir.ca.gov/DLSR/PWD and also available at the City Clerk Office, Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. A copy of the above-mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party.
In accordance with the provisions of Sections 1725.5, 1771.1, 1771.3, and 1771.4 of the Labor Code, this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal (subject to the requirements of Section 4104 of the Public Contract Code), or engage in the performance of any contract for public work, as defined by that chapter of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. See Section 7-2 of the Standard Specifications (General Conditions) for additional requirements.
All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form. The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”. Bidders for this project must possess a valid Class A or C12 License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury.
The lowest bid shall be determined by the amount of the base bid. The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined.
The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
Time of completion for the Project shall be Twenty Five (25) Working Days from the date established in the Owner’s Notice to Proceed.
Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof. The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract.

Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-84, Scandinavian Middle School Sitework and Portable Improvement, to install two (2) 24 x 40 portables and related sitework.

A MANDATORY pre-bid conference has been scheduled at 9:00 AM, May 7, 2024 in front of the Administration Office at Scandinavian Middle School, 3216 N. Sierra Vista Ave., Fresno CA 93726. Contractors bidding as a Prime Contractor for the project must attend in order for their bid to be “responsive”. Immediately following the pre-bid conference will be a mandatory job-walk of the site(s). School sites are using the Raptor visitor management system that requires all visitors to show either a government-issued identification card or driver’s license to receive a badge and enter the campus. Bidders may arrive earlier than the scheduled time to obtain their badge.
This Project is subject to prequalification, in accordance with Public Contract Code 20111.6. All Bidders performing as either a General Engineering Contractor (A license), General Building Contractor (B license), Electrical Contractor, Mechanical Contractor, or Plumbing Contractor utilized as a Prime Contractor or Subcontractor must be prequalified prior to submitting bids on this project. Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, May 14th, 2024, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked:
Bid Proposal: Clovis Avenue Street Improvements
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified or cashier’s check or bidder’s bond on the City’s form, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials (Payment) Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded. Said bonds shall be on the City’s forms and shall be issued by a surety company which is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, which has a rating not lower than “A-” as rated by A.M. Best Company, Inc. or other independent rating companies, and which is acceptable to the City of Clovis. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance. In accordance with the provisions of Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California, securities may be substituted for monies withheld on the project.
In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the General Prevailing Rates and wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by section 3093, and similar purposes applicable to the work to be done. Said wages are available from the Internet web site of the California Department of Industrial Relations at http://www.dir.ca.gov/DLSR/PWD and also available at the City Clerk Office, Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. A copy of the above-mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party.
In accordance with the provisions of Sections 1725.5, 1771.1, 1771.3, and 1771.4 of the Labor Code, this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal (subject to the requirements of Section 4104 of the Public Contract Code), or engage in the performance of any contract for public work, as defined by that chapter of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. See Section 7-2 of the Standard Specifications (General Conditions) for additional requirements.
All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form. The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”. Bidders for this project must possess a valid Class A or C-12 License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury.
The lowest bid shall be determined by the amount of the base bid. The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined.
The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
Time of completion for the Project shall be Twenty Five (25) Working Days from the date established in the Owner’s Notice to Proceed.
Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof. The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract.
