An international developer is looking to build a $100 million speculative warehouse complex off Marks Avenue just north of Highway 180.

The four-building project is scheduled to be presented to Fresno City Council this Thursday after it was delayed at the beginning of the month. 

Scannell Properties, headquartered in Indianapolis, is a privately held commercial real estate development company with 14 regional offices across the U.S., Canada and Europe. Some of its clients include Best Buy, FedEx, Amazon, Lowe’s and Home Depot. 

When completed, the industrial development could provide up to 1,000 long term industrial jobs. Construction would also employ 1,000 people. It totals about 900,000 square feet.

The council will consider a development permit application, as well as a vesting tentative parcel map and related final environmental impact report for the project on 48 acres.

Councilmembers have raised concerns about the environmental analysis and history of the project, said local project advisor Alex Tavlian. The company has already completed a full environmental analysis on possible impacts that can arise. Tavlian said the team working on the project had the opportunity to sit down with council members and their staff to lay out steps and progress.

Tavlian said Fresno Councilmembers Luis Chavez and Miguel Arias wanted to negotiate a project labor agreement for the build.

On Monday Tavlian reiterated Scannell’s position — a labor agreement doesn’t pencil out for this spec project.

Other environmental concerns were raised by members of the public. Arias submitted an appeal letter that was included with the staff reports for Thursday’s meeting. 

“Residents have voiced their concerns about the increase in pollution that the proposed projects’ heavy industrial uses and increase in traffic will bring to the area. Although the proposed project is permitted in the Heavy Industrial zone district “by right” with an approved Development Permit, there are concerns about unmitigated environmental impacts. These include concerns regarding health risks, air quality, transportation, noise pollution, and greenhouse gas emissions. The approval of the Development Permit Application No. P21-02699 will perpetuate heavy industrial development that could intensify the cumulative pollution in the overburdened, disadvantaged West Fresno community,” Arias’ letter said.
