The City of Fresno (City), Department of Public Utilities (DPU) is requesting SOQs from qualified civil engineering consulting firms (Respondents) to provide the design, bidding and construction support services for the 2-Water Booster Pump Station Redundancy Improvements (Improvements) at the Regional Wastewater Reclamation Facility (Facility).

The successful Respondent must possess valid and appropriate State of California issued engineering license(s) and shall demonstrate extensive experience with 2-water and booster pump station design. Additionally, the successful Respondent shall be able to perform hydraulic analysis tasks for assessing configuration alternatives to the system for optimizing of Improvements to ensure sufficient flow and pressure for meeting the Facility’s needs in the most efficient and effective manner.

Regular Meeting, November 3, 2022

NOTICE IS HEREBY GIVEN that at a regular meeting on Thursday, November 3, 2022 at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a hearing at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to consider the following:

Conditional Use Permit 19-02 (Bajwa Hotel) and Categorical Exemption.  This project proposes to construct a two-story, 34-room hotel, approximately 39 parking stalls, and a 2,150-square foot residence. The Planning Commission will also consider the adoption of a Categorical Exemption analyzing the potential project impacts pursuant to the California Environmental Quality Act (CEQA). The subject property is located at 312 West Tuolumne Street, across the street from La Quinta Inn.

The Commission requests your participation and the public is welcome to speak at the hearing on the project or the environmental document. If you challenge any Planning Commission action in court, you may be limited to challenge only those issues raised at the Planning Commission hearing or subsequently at the City Council public hearing if the Planning Commission action is appealed, or prior to, the public hearing.

NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN THAT the City of Mendota seeks to receive General Contractors Proposals for the following project, (“Project”):

Mendota Council Chambers and Police Station (Mendota CCPS)

The Project consists of:  approximately 7,500 sf of new building on a ½ acre lot with onsite and offsite improvements. The building consists of a single-story City Council Room wing and a single-story Police wing. The building is anticipated to be constructed of type V stick framed with engineered trusses over a matt slab foundation system, finished in stucco in a Spanish Revival design style. Interior finishes are intended to be standard Class A office finishes with a value preference to low maintenance and longevity. Site improvements are anticipated to include an asphalt parking lot, small entry plaza in pavers, site gates and fencing, and strategic landscaping.

The Project work shall commence at: 7th and Rio Frio Street, Mendota, CA 93640

The estimated construction budget is: $5,800,000 excluding equipment and agency fees

The estimated schedule is:

· Bid Issuance – 10/26/22

· Non-Mandatory Pre-Bid Conference – 11/2/22

· RFI’s Due – 11/9/22 

· Anticipated ASI#1 – 11/16/22

· Proposal Due – 11/30/22

To respond on the Project, the responder is required to possess one of more of the following State of California Contractor Licenses: (B) General Building Contractor

To respond on the Project, the responder is required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The responder registration must remain active throughout the term of the Contract.

Bidding documents will be available electronically at https://www.ci.mendota.ca.us/business-rfp/. All inquiries concerning this RFQ/P shall be directed in writing via email to MendotaCCPS@RRMdesign.com and specifically reference ‘Mendota CCPS-subject’ in the subject line.

Bids will be received until 1:30 P.M., November 30th, 2022, via hard copy at Mendota City Hall 643 Quince St. Mendota, CA 93640. Any RFP that is submitted after this time shall be non-responsive and returned to the respondent. Any claim by a responder of error in its response must be made in compliance with section 5100 et seq. of the Public Contract Code.

All responses shall be on the forms provided by the City. Each response must conform and be responsive to all pertinent Contract Documents, including but not limited to the Instructions to responders.

A non-mandatory pre-bid conference and site visit will be held on November 2nd, 2022 at 1:30 PM at Mendota City Hall 643 Quince St. Mendota, CA 93640.  The conference is expected to take approximately one (1) hour or less.

The successful proposer shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Work.

The successful responder may substitute securities for any monies withheld by the City to ensure performance under the Contract, in accordance with the provisions of section 22300 of the Public Contract Code.

The Contractor and all Subcontractors under the Contractor shall pay all workers on all work performed pursuant to this Contract not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the City, pursuant to sections 1770 et seq. of the California Labor Code.  Prevailing wage rates are also available from the City or on the Internet at: .

This Project is subject to labor compliance monitoring and enforcement by the Department of Industrial Relations pursuant to Labor Code section 1771.4 and subject to the requirements of Title 8 of the California Code of Regulations.  The Contractor and all Subcontractors under the Contractor shall furnish electronic certified payroll records directly to the Labor Commissioner weekly or within ten (10) days of any request by the City or the Labor Commissioner.  The successful responder shall comply with all requirements of Division 2, Part 7, Chapter 1, Articles 1-5 of the Labor Code.

The City reserves the right to reject any and all responses and/or waive any irregularity in any responses received.
