The City of Fresno (CITY) Public Works Department is requesting Statements of Qualifications (SOQ) from qualified consultant laboratory firms to provide on-call Engineering Inspection Services for the City of Fresno Public Works Department Capital Program (BID FILE NO.12300347).
Scope of Services
Services will be on an on-call basis and will include but are not limited to perform AT on Federal-aid and other designated projects to ensure they comply with contract specifications or standards. These tests are performed as specified by frequency and methods are as outlined in the 2021 QAP and as amended. The materials laboratory shall be under the responsible management of a California registered Engineer with experience in sampling, inspection, and testing of construction materials. The engineer shall certify the results of all tests performed by laboratory personnel under the Engineer’s supervision. The materials laboratory shall contain certified test equipment capable of performing the tests conforming to the provisions of the 2021 QAP and, as amended. In general:
The materials laboratory used shall provide documentation that the laboratory complies with the following procedures:
· Correlation Testing Program – The material laboratory shall be a participant in one or more of the following testing programs:
a. AASHTO Materials Reference Laboratory (AMRL)
b. Cement and Concrete Reference Laboratory (CCRL)
c. Caltrans’ Reference Samples Program (RSP)
· Certification of Personnel – The materials laboratory shall employ personnel who are certified by one or more of the following:
a. Caltrans District Materials Engineer
b. Nationally recognized non-Caltrans organizations such as the American Concrete Institute, Asphalt, National Institute of Certification of Engineering Technologies, etc.
c. Other recognized organizations are approved by the State of California and/or recognized by local governments or private associations.

Services will be on an on-call basis and will include but are not limited to preform IAC testing and inspection on the designated City Acceptance Testing Laboratories. The IAC will ensure laboratories preforming materials acceptance testing inspection services for the City are accredited and these acceptance samplers and testers are qualified. This generally includes verifying test equipment, checking for current calibration stickers, reviewing the testing laboratory’s Quality Control Manual, issuing written examination to qualify samples and testers, and issuing Certificates of Proficiencies. In general:
IAC shall be qualified to verify equipment calibration, preform witness tests, preform proficiency tests, issue sampler and tester qualification certificates, issue laboratory accreditation and prepare accurate records associated with all IA services.IAC shall regularly preform proficiency tests with AASHTO Materials Reference Laboratory (AMRL) and/or the Cement and Concert Reference Laboratory (CCRL).IAC shall maintain accurate IA records, as outlined in the 2021 QAP and as amended.The IAC shall have a good knowledge of all facts of the construction process. Specifically, the IAC should have a good understanding of transportation construction practices, standard test procedures, equipment calibration and material testing.IAC shall be organized and familiar with the City’s 2021 QAP and as amended.

This Contract is subject to prequalification pursuant to Public Contract Code section 20111.6.
Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§§ 1720 et seq.) of the Labor Code. For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§§ 1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work.
Contract Time shall be Two-Hundred Ninety-Four (294) calendar days, and liquidated damages for delay shall accrue. See Agreement Between Owner and Contractor for more information.
Bids must be sealed and filed in the Business Office of the Owner at 1905 7th Street, Sanger, CA 93657, by September 1, 2022, before 3:00 p.m. on the clock designated by the Owner or its representative as the bid clock, after which time bids will be opened. No bid will be accepted by Owner after this time. Facsimile (FAX) copies of the bid will not be accepted.
A non-mandatory pre-bid conference will be held on August 18, 2022, at 3:00 p.m. at Fairmont Elementary School 3095 N Greenwood, Sanger CA 93657.
Bids must be accompanied by a bidder’s bond, cashier’s check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner.
Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum, as set forth in the Contract Documents.
The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions.
The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the bidder shall have a Class “B” license and shall maintain that license in good standing through Contract completion and all applicable warranty periods. For all projects over Twenty-five Thousand Dollars ($25,000), bidder shall state the public works contractor registration number on the Designation of Subcontractors form for each subcontractor performing more than one-half of one percent (0.5%) of the bidder’s total bid.
The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work. The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified.
