This ordinance will enact a two percent (2%) increase to the Transient Occupancy Tax within the City of Clovis, from ten percent (10%) to twelve percent (12%).  The ordinance is conditioned upon and will not become effective unless approved by a majority of the voters at the General Municipal Election to be held on November 8, 2022. If the tax is approved by the voters, section 3.3.403 of the Clovis Municipal Code will be codified reflecting the tax increase. This ordinance is scheduled to be considered for adoption during the regular Clovis City Council meeting on June 20, 2022.

INTRODUCTION

The City of Fresno (City), California is seeking proposals from qualified CPA firms (hereinafter referred to as the Agency) who can demonstrate their expertise in Agreed Upon Procedures (AUPs).

Location – City of Fresno

Fresno (pop. 538,300) is located on 114 square miles in the lush San Joaquin Valley in the heart of California, mid-way between San Francisco and Los Angeles. Fresno is the state’s fifth largest city and the San Joaquin Valley’s largest metropolitan city. The population of Fresno County is over one million residents and has access to a market draw of over 1.5 million people within a 30-minute drive. Fresno is a rapidly growing community within a world-renowned agricultural setting, featuring a culturally diverse population. Many consider Fresno to be the perfect sized city that offers both the best of urban amenities and opportunities with the unique appeal and environment of a small town. Fresno is located just 90 minutes from the famed Yosemite National Park as well as Kings Canyon and Sequoia National Parks. Numerous lakes and two major rivers, including one of California’s finest whitewater rafting rivers, are also in Fresno’s backyard.

SCOPE OF SERVICES

Key tasks to be completed include, but are not limited to:

Task 1. Review all Bank of America credit card expenditures for all City employees (including elected and appointed officials) who have been issued a City card (approx. 79 cardholders) from March 1, 2017- March 30, 2022.  All expenses shall be evaluated and assessed against City of Fresno Administrative Order (AO) 1-4 (Expenses on City business) and AO 1-9 (Credit Card Use Policy).  Particular attention should be paid to expenditures that benefit a non-City of Fresno employee or individual.

Task 2.  Review of reimbursement requests and payments (non-credit card expenditures) for all City employees who have requested reimbursement for expenses in excess of $100 through the normal reimbursement policies of the City of Fresno as outlined in the Administrative Order manual, including AO 1-4.  For elected and appointed officials (including City Councilmembers and Mayor) review of reimbursement requests and payments (non-credit card expenditures) for expenses for reimbursements submitted through the normal reimbursement policies of the City of Fresno.  Such reimbursement requests shall be evaluated and assessed against any relevant City of Fresno Administrative Order that governs such expenditure.  Such review shall be for the time period March 2, 2017 – March 30, 2022.

Task 3.  Comparative analysis of the total City Council expenditures for the time periods March 1, 2012 – February, 28, 2017 vs. March 1, 2017 – March 30, 2022

Task 4. Task 1 review for the time period March 1, 2012 – February 28, 2017

Task 5. Task 2 review for the time period March 1, 2012 – February 28, 2017

Task 6. Comparative analysis of the total value of:

a)  Total charges determined to be not consistent with City policies (including those submitted without sufficient justification)

b)  Total charges that cannot be determined to be consistent with City policies

c)  Total charges determined to be consistent with City policies

d)  Total of item a) and b) compared to cost to perform AUPs

Cost and timeline should be submitted as follows:

Tasks 1-3 (cost and proposed timeline)

Tasks 4-6 (cost and proposed timeline)

The Final Reports of Findings shall be expected within 90 days if possible.

These AUPs will be done for the City of Fresno City Manager without regard to materiality.  All final reports will be deemed a public record.

The California Department of Corrections and Rehabilitation (CDCR), Project Management Branch is requesting Statements of Qualifications from firms interested in providing Architectural/Engineering (A/E) Services for the Radio Tower and Equipment Vault project at California State Prison, Corcoran located in Corcoran, California.

The Project includes a radio communications system with the required infrastructure to support a new radio tower, associated radio equipment, a new radio communications vault, and security fencing to surround both the tower and the vault. The vault will include electrical, network, and climate control capabilities, connection to emergency backup power, and an interruptible power supply. The vault will also be equipped with wireless monitoring, with smoke and intrusion detection systems. The Project will include a lightning dissipation system for the tower structure, as well as a radial grounding conductor system for inside the vault structure.

The proposed Project Designer of Record must be an Architect or Engineer licensed to practice in the State of California and all work must be performed under and approved by a licensed design professional. CDCR anticipates selecting a firm to provide the required services for this Project with funding anticipated beginning in Fiscal Year 2022/23 and concluding in Fiscal Year 2026/27 assuming no budget delays are encountered to obtain future funding. Services may be required for the following phases: Preliminary Plans; Working Drawings; Bidding; Construction; and Commissioning. The project delivery method will be “design-bid-build” using standard State procedures.

A notice to proceed for A/E services for this Project is subject to budgetary, legislative and control agency approval of the proposed project.

FRESNO METROPOLITAN FLOOD CONTROL DISTRICT

Regarding 2022-2023 District Budget and Assessment Tax

Notice is hereby given that the Budget Workshop of the Fresno Metropolitan Flood Control District will be held at 6:00 pm, on Wednesday, June 1, 2022 in the Fresno Metropolitan Flood Control District Board Chambers, 5469 E. Olive Avenue, Fresno California  The Budget Hearing will be held at 6:00 pm, on Wednesday, June 22, 2022 in the Fresno Metropolitan Flood Control District Board Chambers, 5469 E. Olive Avenue, Fresno California.  Pursuant to this Notice and the Fresno Metropolitan Flood Control Act, including Sections 23, 23.5 and 46 thereof, said Board of Directors intends by resolution to adopt its 2022-2023 Budget, and to establish assessment categories, factors and rates sufficient to fund its annual budget, including costs associated with:

1. Planning, construction, operation and maintenance of the:

a. Local drainage system (pipelines, pumping plants, retention basins);

b. Regional flood control system (dams, reservoirs, detention basins);

c.  Foothill and rural stream-system;

d.  Multiple use facilities (basin parks);

Pursuant to such resolution and said Act, the Fresno County Board of Supervisors levies an assessment on each parcel within those zones of the District found to benefit from the authorized activities of the District.  Such assessment is based upon that benefit, taking into account the zone in which said parcel is located, its size, and its capacity for being put to use.
