NOTICE IS HEREBY GIVEN that the City of Parlier (City) plans to adopt a Mitigated Negative Declaration for the City of Parlier Flood Control and Groundwater Banking Project (Project). The public hearing will be held at the City of Parlier – at the City Hall, City Council Chambers, located at 1100 E Parlier Ave, Parlier, CA 93648, on Thursday, May 5th, 2022, at 6:30 pm.  The agenda packet which will post to the City’s website on Monday, May 2, 2022.

The Project is a capital improvement project that proposes to design and construct the conversion of the seven (7) existing stormwater retention basins listed below into groundwater recharge basins and connecting these basins and an additional basin – eight basins total – to Consolidated Irrigation District (CID) facilities (open canals and buried pipelines) with approximately 7,800 linear feet (lf) of buried 48” diameter pipelines, associated turnouts, pump stations, and metering facilities.  The following is a list of all the basins with their approximate acreages and connecting CID facility: Foothill Basin – 3.8 acres – Kingsburg Branch, Veterans Park Basin – 2.24 acres – Santa Fe Canal, Milton Basin – 3.34 acres – Kingsburg Branch, Industrial Basin – 3.1 acres – Kingsburg Branch, Tuolumne Basin – 3.99 acres – Santa Fe Canal, Avila Basin – 1.42 acres – Harp Ditch, and Manning Basin – 1.51 acres – Harp Ditch.

Pursuant to the California Environmental Quality Act, an Initial Study/Mitigated Negative Declaration has been prepared, describing the degree of potential environmental impacts of the Project. The City has assessed the potential environmental impacts of this Project and has determined that they will be less than significant with mitigation. Copies of the Initial Study and proposed Mitigated Negative Declaration are on file and available for public review upon written notice to 1100 E Parlier Ave, Parlier, CA 93648. The public review period during which the City will receive comments on the proposed Mitigated Negative Declaration will begin on March 18, 2022, and end on April 18, 2022. Associated site improvements include retrofitting an existing aeration basin for use as a reclamation water reservoir, possible installation of disinfection facilities if deemed necessary for regulatory compliance, installation of automated control valves, and installation of communication conduit specifically for fiber optic communication transmission lines.

The successful Respondent must possess valid and appropriate State of California issued engineering license(s) and shall demonstrate extensive experience with reclaimed water infrastructure as well as the governing agencies that regulate their operations. Additionally, the successful Respondent shall be able to perform hydraulic evaluation and analysis, pump selection and basin design.

CITY OF CLOVIS SUMMARY OF ORDINANCE 22-01 OF THE CITY COUNCIL OF THE CITY OF CLOVIS PERTAINING TO ORGANIC WASTE AND DISPOSAL REDUCTION REGULATIONS

On March 14, 2022, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA 93612, the Clovis City Council adopted an Ordinance adding Chapter 6.3.2 of Title 6 of the Clovis Municipal Code. This Ordinance will add mandatory organic waste and disposal reduction requirements for residents and businesses in Clovis. This Ordinance is required by California Senate Bill 1383 and the implementing regulations adopted by the California Department of Resources Recycling and Recovery (CalRecycle).

Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations.  For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§§ 1720 et seq.) of the Labor Code.  For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§§ 1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work.

Contract Time shall be Two-Hundred and Thirty-Three (233) calendar days, and liquidated damages for delay shall accrue. See Agreement Between Owner and Contractor for more information.

Bids must be sealed and filed in the Business Office of the Owner at 1905 7th Street, Sanger, CA 93657, by April 13, 2022, before 2:00 p.m. on the clock designated by the Owner or its representative as the bid clock, after which time bids will be opened.  No bid will be accepted by Owner after this time. Facsimile (FAX) and Email copies of the bid will not be accepted.

A NON-mandatory pre-bid conference will be held on March 29, 2022 at 9:00 a.m. at Fairmont Elementary 3095 N Greenwood, Sanger CA 93657. 

Bids must be accompanied by a bidder’s bond, cashier’s check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner.

Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum, as set forth in the Contract Documents.

The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions.

The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors.  In accordance with Section 3300 of said Code, the bidder shall have a Class “B” license and shall maintain that license in good standing through Contract completion and all applicable warranty periods.  For all projects over Twenty-five Thousand Dollars ($25,000), bidder shall state the public works contractor registration number on the Designation of Subcontractors form for each subcontractor performing more than one-half of one percent (0.5%) of the bidder’s total bid. 

The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work.  The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified.  Copies of the required rates are on file at the Owner’s business office and are available on request.

NOTICE OF INVITATION

Notice is hereby given that Fresno Unified School District (DISTRICT) is soliciting Statement of Qualifications for RFQ No. 22-24,  Crossing Guard Services. The Request for Qualifications (RFQ) is to prequalify a vendor(s) for Crossing Guard Services, to provide cross guards for all of the District’s elementary school site locations with the possibility of adding middle schools and high schools.   Contract term is for a 3-year period with the option to renew for two (2) additional one-year periods.

A MANDATORY Pre-proposal conference is scheduled Tuesday, March 22, 2022 at   9:00 AM.  Vendors interested in responding to this RFQ must attend in order to have their proposals accepted as responsive.  The virtual Pre-Proposal conference will be hosted via SKYPE with options to join in online or over the phone.  Instructions are posted on Procureware.
