On November 24, 2021, a Notice of Intent to Request the Release of Funds appeared in this newspaper notifying the public that on or about December 7, 20201, the County of Fresno would submit a request to the U.S. Department of Housing and Urban Development for the release of the Lead-Based Hazard Control Grant Program (LBPHC).  The purpose of this corrected notice is to update information regarding the grant funding and update address information for filing objections with the Department of Housing and Urban Development, Office of Lead Hazard Control and Health Homes. 

On or about (corrected) February 23, 2022 the County of Fresno will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of the (updated grant information) Lead-Based Paint Hazard Control Grant Program (LBPHC) is authorized by Section 1011 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X of the Housing and Community Development Act of 1992, 42 U.S.C. 4852) and funding is provided by the Consolidated Appropriations Act, 2021, approved December 27, 2020 (Public Law 116-260), and the Further Consolidated Appropriations Act 2020, approved December 20, 2020, (Public Law 116-94). The Healthy Homes Supplemental funding is authorized under Section 502 of the Housing and Urban Development Act of 1970 (12 U.S.C. 1701z-2), with funding approved by the same Appropriations Acts, for the following multi-year program/project which covers a period of time from November 1, 2021 to April 30, 2025.  The Lead-Based Paint Hazard Control Program will be applied in removing lead hazards from 133 units of low-income housing in Fresno County. The grant will also increase lead awareness through community events, presentations, workshops and meetings, consultations, agency and community-based collaborations, targeted mailings, and build the capacity for maintaining affordable lead-safe housing. The targeted area for the grant includes zip codes 93648, 93662, 93702, 93703, and 93706 in the County of Fresno. The County is requesting the release of $3,000,000.00 of HUD Lead-Based Paint Hazard Control Grant funds and $48,653.17 of County local funds.

The proposed hazard control activities to be funded under this program are categorically excluded from the National Environmental Policy Act requirements, but subject to compliance with some of the environmental laws and authorities listed at § 58.5 of 24 CFR Part 58. In accordance with §58.15, a tiered review process has been structured, whereby some environmental laws and authorities have been reviewed and studied for the intended target areas listed above. Other applicable environmental laws and authorities will be complied with, when individual projects are ready for review. Specifically, the target areas have been studied and compliance with the following laws and authorities have been established in this Tier 1 review:  Airport Hazards, Coastal Barrier Resources, Air Quality, Coastal Zone Management, Endangered Species, Explosive and Flammable Hazards, Farmlands Protection, Floodplain Management, Noise Abatement and Control, Sole Source Aquifers, Wetlands Protection, Wild and Scenic Rivers, and Environmental Justice. In the Tier 2 review, compliance with environmental laws and authorities for the following will take place for proposed projects funded under the program listed above:  Flood Insurance, Contamination and Toxic Substances, and Historic Preservation. Should individual aggregate projects exceed the threshold for categorical exclusion detailed at §58.35(a), an Environmental Assessment will be completed and a separate Finding of No Significant Impact and Request for Release of Funds published. The mandatory participation level for National Targeted Workers is 15% for the first year of the Contract and shall increase annually up to a mandatory participation level of 40% of project work hours within each trade performed by Nationally Targeted Workers.

NOTICE OF PREPARATION OF A DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE HERITAGE GROVE SPECIFIC PLAN

NOTICE IS HEREBY GIVEN that the City of Clovis (City) is the lead agency responsible for preparation of an Environmental Impact Report (EIR) for the Heritage Grove Specific Plan (proposed project or proposed Specific Plan). Pursuant to provisions of the California Environmental Quality Act (CEQA), the City has prepared this Notice of Preparation (NOP) for the proposed project. The purpose of this NOP is to provide agencies, interested parties, and organizations with sufficient information describing the proposed project and its potential environmental effects to enable meaningful input related to the scope and content of information to be included in the EIR.

As required by Section 15082 of the CEQA Guidelines, this NOP has been prepared and distributed to solicit comments from interested parties and potential responsible and trustee agencies and other public agencies so that project-related concerns relevant to each agency’s statutory responsibilities in connection with the proposed Specific Plan can be addressed in the EIR, as well as any related issues from interested parties other than potential responsible and trustee agencies, including other agencies and affected members of the public. The EIR will be the environmental document of reference for Responsible and Trustee Agencies when considering subsequent discretionary approvals.

This NOP is being circulated for public review and comment for a period of 30 days beginning February 9, 2022.
