This Contract will be used primarily by the Water Division. The Contract term is for 3 year(s), with provisions  for two (2) one-year extensions. 

Bid Proposals must be filed electronically using Planet Bids, by mail or with the Purchasing Manager prior to the bid opening at 3 p.m. on Tuesday, November 5, 2019, when the bids will be publicly opened and recorded. Electronically filed is defined as by means of electronic equipment or devices.

will be received by the Tranquillity Public Utility District (hereafter District) at the office of Giersch and Associates, Inc., 412 N. “I” Street, Madera, CA 93637, until 2:30 p.m., on Wednesday, October 30, 2019, and then at said office publicly opened and read aloud.

1-8   The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in General Decision Number CA20190018 Mod 5, dated July 26, 2019, which is incorporated in these Specifications by this reference as if fully set forth herein and which can be viewed at www.wdol.gov/dba.aspx.  Said Federal Wage Decision, may also be examined at Fresno County Clerk’s Office.  Addenda to modify the reference to Federal minimum wage rates to reflect revisions thereto, if necessary, will be issued to planholders of record.

In accordance with the provisions of Section 1770 of the California Labor Code, the Director of the Department of Industrial Relations has determined the general prevailing rates of wages and employer payments for health and welfare, pension, vacation, travel time and subsistence pay as provided for in Section 1773.8, apprenticeship or other training programs authorized by Section 3093, and similar purposes applicable to the work to be done.  Said wages are on file with the Clerk, Fresno County, California, and are incorporated herein by reference.

If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate.

1-9      The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u. Section 3 requires that to the greatest extent feasible, opportunities for training and employment be given lower income residents of the project area and contracts for work in connection with the project be awarded to business concerns which are located, or owned in substantial part by persons residing in the area of the project.  Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the project specifications.

All pages of the Preliminary (Anticipated) Statement of Work Force Needs form, also contained in the project specifications, will be required to be completed and submitted prior to award.  All pages of the Final (Completion) Statement of Work Force Needs form shall also be required to be completed and submitted upon completion of construction.
