PRELIMINARY ENVIRONMENTAL ASSESSMENT REPORT

Project Title and Location:   

The planned school site is located on approximately 21.3 acres of land northeast of Shields and Locan Avenues, east of the city of Fresno in Fresno County, California. The Clovis Unified School District (CUSD) has prepared a Preliminary Environmental Assessment (PEA) Report for the proposed school site in accordance with Education Code section 17213.1(a)(4)(B). The Draft PEA Report has been submitted to the California Environmental Protection Agency, Department of Toxic Substances Control (DTSC) for review, and the Draft PEA Report is available for public review and comment pursuant to Education Code section 17213.1 (a)(6)(A).

Description of Assessment:

As described in the PEA Report, soil and soil-gas sampling and laboratory analyses were conducted.  Two organochlorine pesticides (4,4′-DDE and dieldrin) were detected in soil samples collected at the site.  A few volatile organic compounds, such as benzene, were detected in soil-gas samples collected at the site.  However, the detected chemical concentrations in soil or soil-gas samples were not high enough to warrant further sampling or remediation.

The Project would provide solar power to utility customers by interconnecting to the regional electricity grid at Pacific Gas and Electric Company’s (PG&E) Tranquillity Switching Station. The approximately 4,089-acre Project site is in unincorporated Fresno County, approximately 3.5 miles west-southwest of the community of Tranquillity and approximately 6.5 miles east of Interstate 5. The Project site is primarily dry-farmed agriculture that has been intermittently irrigated. A more detailed description is provided below

Project Location:

The Project site is located in unincorporated Fresno County, approximately 3.5 miles west-southwest of the community of Tranquillity and approximately 6.5 miles east of Interstate 5. The site includes up to 33 parcels[1] located generally south of West South Avenue, north of West Dinuba Avenue, east of Ohio Avenue and State Route 33 (SR 33, South Derrick Avenue), and west of South San Mateo Avenue. See Figure 1, Scarlet Solar Project Site Location.

Physical Setting:

The Project site consists of disturbed agricultural land that is primarily dry-farmed, typically for grain or forage crops. The site is subject to high levels of selenium and a water table with drainage insufficient for most commercially-irrigated crops. All of the parcels, except for one, are currently owned by Westlands Water District and are part of Westlands Water District settlements. Eleven of the site’s Westlands Water District parcels are currently under a non-irrigation covenant; over at least the past five years, some of these parcels have been farmed but none have been irrigated. Upon transfer of ownership, non-irrigation covenants will apply to all the parcels that had been owned by Westlands Water District. For the portion of the Project site that is cultivated without the benefit of irrigation, the productivity of these crops depends entirely on rainfall.

A small portion of the Project area is located on the Tranquillity Solar Project site and is currently developed with the Tranquillity Switching Station. Two existing PG&E overhead transmission lines are located on the north side of Dinuba Avenue, along the southern portion of the Project site. There are also existing PG&E utility lines at the site that would remain in place with an easement granted to PG&E for access.

Adjacent land uses include agriculture to the north, east, and west of the Scarlet Solar Energy Project site and two rural residences and the Tranquillity Solar Facility to the south.

General Plan Designation:  Agriculture

Zoning: AE-20 (Exclusive Agricultural, 20-acre minimum parcel size)

Major Components of the Project:

The Project consists of two major components: the solar facility and the PG&E improvements. The solar facility would include solar PV modules, support structures, electrical inverters, intermediate voltage transformers, two electrical substations, and a switchyard, and a generation intertie (gen-tie) transmission line. Each substation area would include an electrical control building. Other necessary infrastructure would include a permanent operation and maintenance building, a supervisory control and data acquisition (SCADA) system, up to 400 MW of on-site battery storage, meteorological data system, telecommunications infrastructure, access roads, and security fencing. The solar PV modules at the site would operate year-round to generate solar electricity during daylight hours and would generate up to 400 MW of solar power.

Improvements to PG&E electrical infrastructure would include expansion of PG&E’s Tranquillity Switching Station and approximately 1,900 feet of 230 kV transmission line to connect the solar facility’s 230 kV gen-tie line to the Tranquillity Switching Station.

Alternatives to be Analyzed in the EIR:

In accordance with Section 15126.6 of the CEQA Guidelines, the Draft EIR will assess a range of reasonable alternatives to the Project. The range of alternatives to be addressed will include a No Project Alternative as well as other alternatives that would attain most of the basic objectives of the Project while avoiding or reducing any of its significant environmental effects. Potential alternatives will be identified during the coordinated consultation and scoping process.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN THAT the Board of Supervisors (“Board”) of the County of Fresno (“County”) will hold a public hearing on September 25, 2018, at 9:00 AM or as soon thereafter as the matter may be heard, in the Board Chambers, County Hall of Records, Third Floor, 2281 Tulare Street, Fresno, California, 93721, to consider and take action on adopting the proposed Ordinance Amending Chapter 17.90 of Title 17, entitled, “Divisions of Land,” of the Fresno County Ordinance Code, Relating to Authorizing Public Facilities Impact Fees and a Schedule of Fees (collectively, “Ordinance Amendment”).

At the public hearing, the Board will conduct the first hearing on an Ordinance amending Title 17 – Divisions of Land, Chapter 17.90 – Public Facilities Impact Fees and Schedule of Fees, of the Fresno County Ordinance Code, to discontinue public facilities impact fees established in 2008 but maintaining authorization to establish new public facilities impact fees in the future; waive reading of the Ordinance in its entirety; and set the second hearing for October 9, 2018.

Chapter 17.90 of the County’s ordinance code authorizes the County to establish, impose, and collect public facilities impact fees as a requirement of the County, or a relevant city, as applicable, before the County or the relevant city, as applicable, issues a building permit for construction with respect to development.  There are limited circumstances for exemptions from or conditional deferral of paying these fees. These County public facilities impact fees would provide financing for new, expanded, and improved County public facilities needed to meet the increased demand on the County’s public facilities caused by development within the cities and unincorporated areas of the County, as provided in Chapter 17.90.

Following the Board’s adoption of Chapter 17.90, the Board adopted four successive temporary suspensions of collection of the fees through November 10, 2018.  The Board will be considering amending Chapter 17.90 to discontinue public facilities impact fees established in 2008, starting on November 10, 2018, but maintain authorization to establish new public facilities impact fees in the future.   

If the Board adopts the proposed Ordinance Amendment, it will take effect 30 days after its adoption.  A copy of the Board agenda materials (including the proposed Ordinance Amendment) for the Board’s actions on this matter will be made available for public review, commencing on or about the Wednesday immediately before the applicable Board public hearing date, at the office of the Clerk to the Board (at the address for the Board), and on the County’s Internet web site at www.co.fresno.ca.us.  Anyone may attend the public hearing and make any oral or written presentations at that time. NOTICE FOR CONSULTING SERVICES FOR

WASTEWATER COLLECTION SYSTEM  HYDRAULIC  MODELING

Deadline for submission of SOQ’s to City – by 4:00 p.m. on October 16, 2018

The City of Fresno (City) is requesting Statements of Qualifications (SOQ) from qualified firms for software purchase and hydraulic modeling services in support of the City’s Wastewater Collection System  Model.  The budget for this project  is $100,000.   The following is required:

1.    The City’s Wastewater Collection System Model uses the “H20map Sewer” software program from Innovyze. The consultant will purchase and install the “Info Sewer” software by Innovyze onto the City servers and:

a)      Extract all sewer related data from existing model, install in new model, verify data was installed correctly, make corrections as necessary, and verify new model produces similar results as the old model.

b)      Update the new model with latest flow and weather data; conduct error check and validate as necessary to verify model results.

c)      Update new model with latest GIS additions of sewer system upgrades (new pipes, pump station, etc.), error check and validate as necessary to verify results.

2.      Provide “as-needed” professional services to operate and maintain the new model for the City (not to exceed 100 hours).

3.      Provide a licensed copy of the “Info Sewer” software and model data to the City, including two user seats.

4.      Furnish, install and link Innovyze’s “Info Master” software to the upgraded “Info Sewer” model.

5.      Link the City’s GIS, National Association of Sewer Service Companies -Pipe Assessment Certification Program & Manhole Assessment Certification Program data from Pipetech Database to the Sewer model. Install the City’s value criteria into the “Info Master” software. Error check and validate as necessary.

6.      Provide a copy of the “Info Master” software and model data to the City with 2 user seats.

Interested candidates are required to submit a Statement of Qualification for this work and should include the following information:

1.     Company experience in providing Hydraulic Modeling services to other municipal agencies.

2.      Key staff resumes highlighting recent hydraulic modeling project experience. Any sub-consultants required to complete the work should also be listed.

3.      A resume of the key Project Manager assigned to this project.

4.      Listing of client references associated with similar hydraulic modeling projects.

Debarment

A respondent who has been determined by the Council to be non-responsible may be debarred from bidding or proposing upon or being awarded any contract with the City or City of Fresno Redevelopment Agency, or from being a subcontractor or supplier at any tier upon such contract, in accordance with the procedures in Resolution 2003-130 adopted by Council on April 29, 2003. The initial period of any such debarment shall not be less than one year or more than three years. A respondent may  request  a hearing,  in accordance  with  Resolution  2003-  130, upon receipt of a notice of proposed debarment from the City Manager or his/her designee.
