SUMMARY OF PROPOSED ORDINANCE
The proposed Ordinance would amend Section 13.24.010 of Chapter 13.24 of Title 13 – Roads, Parks, Other Public Spaces of the Fresno County Ordinance Code, related to conduct regulations on County-owned or County-maintained grounds and buildings. The proposed Ordinance would revise exceptions to the prohibition on possessing firearms on County property by adding the County Administrative Officer, County Counsel, and certain other County employees, subject to the applicable concealed carry weapon license and written authorization requirements set forth in the Ordinance. The proposed Ordinance would also require Agricultural Commissioner employees to be explicitly authorized in writing by the Agricultural Commissioner to carry firearms in the performance of their official duties. In addition, the proposed Ordinance would authorize specified County officials, County employees, and employees of County contractors to carry pepper spray and/or tasers on County property or in the course of County duties, subject to written authorization by the County Administrative Officer and any required training. The proposed Ordinance would take effect and be in force thirty (30) days from and after passage.

If the court finds that the interests of MADISYN ALONZO do require such protection, the court will appoint counsel to represent the minor, whether or not the minor is able to afford counsel.  (2) If a parent of MADISYN ALONZO appears without counsel and is unable to afford counsel, the court must appoint counsel for parent, unless the parent knowingly and intelligently waives the right be represented by counsel. The court will not appoint the same counsel to represent both MADISYN ALONZO and the minor’s parent.
(3) The court may appoint either the public defender or private counsel. If private  counsel is appointed, he or she will receive a reasonable sum for compensation and expenses, the amount of which will be determined by the court. That amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. It however, the court finds that any of the real parties in interest cannot afford counsel, the amount will be paid by the county.
 (4) The Court may continue the proceeding for not more than 30 days as necessary to appoint counsel and to enable counseJ to become acquainted with the case.
