NOTICE OF INVITATION
Notice is hereby given that Fresno Unified School District (DISTRICT) is soliciting Request for Proposals for RFP No. 27-03, Portrait of a Learner Project-Based Learning Services.  The Request for Proposal (RFP) is to select a vendor to provide project-based learning services, deeper learning, adult professional learning, instructional coaching, and large-scale educational systems implementation. The selected vendor will partner with the District to design and implement a multiyear professional learning and capacity-building model that supports the District’s Portrait of a Learner system rollout. Proposals should be broken down with specific deliverables within the 3-year period to be able to fully scale by June 2030. PBL will serve as an initial instructional approach for developing and assessing the District’s Portrait of a Learner competencies which are: Adaptability, Collaboration, Communication, Critical Thinking, Digital Literacy, and Empathy.  The contract term is for three (3) years with the option of up to two (2) one-year renewals.
A pre-proposal conference meeting is scheduled Friday, July 10, 2026 at  10:00 AM.  The virtual Pre-proposal conference will be hosted via Teams with options to join in online or over the phone.  Instructions are posted on Procureware.

PROJECT NAME:  NEW SCIENCE BUILDING CONCRETE REMEDIATION, FRESNO CITY COLLEGE
PROJECT SCOPE:  Scope of work for this project will consist of the following:
Remediate interior concrete flooring due to flaws including uneven surfaces, rough surface texture, uneven sheen, trowel marks/patterns, uneven color and steel trowel burning, boot prints, cracks, spalls, and pitting. The building will be occupied during construction and will require weeknight and weekend work to minimize disruption to students and staff.
BIDS DUE:

NOTICE IS HEREBY GIVEN that the Board of Trustees of the State Center Community College District (“District”) invites and will receive sealed bids (“Bids”) from general contractors (“Contractor(s)” or “Bidder(s)”) for the furnishing to District of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for the following project (“Project”):
PROJECT NAME:  ALL-WEATHER TRACK & SYNTHETIC TURF, FIRST RESPONDERS CAMPUS, 2526-33
PROJECT SCOPE:  Scope of work for this project will consist of the following:
 a) Overlay the existing  asphalt track with an all-weather surface
b) Extend the existing concrete obstacle course 5′ north and 75′ south with an all-weather surface
c) Remove and replace the existing turf at the northern half of the inner track with synthetic turf
d) Overlay the existing inner concrete track with an all-weather surface.
BIDS DUE:
Bids will be received no later than Thursday August 6, 2026 prior to 2:00 pm, via PlanetBids.

Notice of Water Right Application A033485
Westlands Water District (Applicant) has filed an application to appropriate water by permit with the State Water Resources Control Board (State Water Board), Division of Water Rights. The project associated with the application is located in Fresno County and would involve diversion of water from Cantua Creek.
Summary of Water Right Application A033485
Date of Filing: The application was filed with the State Water Board on February 25, 2025.
Source of Water: The source of water is Cantua Creek, which is a west-side ephemeral stream that does not have a defined tributary connection to a stream system under normal conditions.
Diversion Method and Amount: Water would be diverted via temporary pumps to a single recharge basin, consisting of multiple cells for underground storage in the Westside Subbasin. The maximum amount of water requested for diversion is 3,560 acre-feet per year, which would be diverted at a rate not to exceed 30 cubic feet per second.
Season of Diversion: The season for diversion of water is from January 1 to December 31 of each year.
Point of Diversion (POD): POD 1 is located at North 2,046,954 feet and East 6,176,258 feet by California Coordinate System, Zone 4, North American Datum 1983, within the NE¼ of the NE¼ of Section 23, Township 17 South, Range 15 East, MDB&M.
Purposes of Use: The purposes of use for water include Municipal, Domestic, and Irrigation.
Place of Use: The place of use consists of 491,000 acres within the Westlands Water District Service Area boundary as shown on map filed with Application 33485.

Pursuant to Water Code section 1330, any interested person may file a protest against the approval of the subject application. For hand delivery, please contact the State Water Board’s Water Rights Records Room at dwr@waterboards.ca.gov or
(916) 341-5300 to make an appointment. Protests must be received by the Division of Water Rights or postmarked by July 29, 2026, with copy provided to the applicant.
