NEGATIVE DECLARATION
Notice is hereby given that the County of Fresno has prepared Initial Study (IS) No. 8720 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY NO. 8720 and CLASSIFIED CONDITIONAL USE PERMIT NO. 3822 filed by BRIZA SCHOLARS, PROVOST AND PRITCHARD proposing to allow the application of treated wastewater from an existing cattle slaughtering and meat processing facility onto four contiguous parcels totaling approximately 40-acres in the AE-20 Zone District. The subject parcel is located on the west side of S. McCall Avenue approximately 1,315 feet north of its intersection with Elkhorn Avenue, 2.2 miles southwest of the City Kingsburg (APNS: 393-141-11, 393-141-12, 393-141-14, 393-141-15) (Sup Dist. 4) (hereafter, the “Proposed Project”).
The County of Fresno has determined that it is appropriate to adopt a Negative Declaration for the Proposed Project. The purpose of this Notice is to (1) provide notice of the availability of IS No. 8720 and the draft Negative Declaration and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.
Public Comment Period
The County of Fresno will receive written comments on the Proposed Project and Negative Declaration from Monday, June 29, 2026, until Wednesday July 29, 2026.

INITIAL STUDY NO. 8828 and CONDITIONAL USE PERMIT APPLICATION NO. 3838 filed by DIRK POESCHEL LAND DEVELOPMENT SERVICES proposing to allow the formulation, packaging and distribution of natural crop nutrient fertilizers and the packaging of organic biopesticide products on a 4.09-acre parcel in the AE-20 Zone District. The subject parcel is located on the southeast corner of N. Dower Ave. and W. Gettysburg Ave. approximately 3 miles west from the City of Fresno (APN: 016-091-53S) (4466 N. Dower) (Sup. Dist. 1).

CITY OF CLOVIS SUMMARY OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLOVIS AMENDING AND CHANGING THE OFFICIAL ZONE MAP OF THE CITY OF CLOVIS IN ACCORDANCE WITH SECTION 9.08.020 OF THE CLOVIS MUNICIPAL CODE TO REZONE APPROXIMATELY 54 ACRES FROM VARIOUS ZONE DISTRICTS TO THE R-3 (MULTIFAMILY HIGH DENSITY) AND R-4 (MULTIFAMILY VERY HIGH DENSITY) ZONE DISTRICTS FOR 20 SITES LOCATED THROUGHOUT THE CITY OF CLOVIS
On July 6, 2026, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA, 93612, the Clovis City Council will consider a request to Amend and Change the Official Zone Map of the City of Clovis in accordance with Section 9.08.020 of the Clovis Municipal Code to rezone approximately 54 acres from Various Zone Districts to the R-3 (multifamily high density) and R-4 (Multifamily Very High Density) Zone Districts for 20 sites located throughout the City of Clovis.
This ordinance is scheduled to be considered for adoption during the regular Clovis City Council meeting on August 3, 2026.

INITIAL STUDY APPLICATION NO. 8789 and UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3832 filed by CV BIOGAS proposing to allow for the installation of four anaerobic dairy digesters with related biogas conditioning equipment, biogas generators, a nitrogen stripping unit, and a cogeneration engine on a 8.1-acre portion on the west side of a 518.45-acre parcel located within the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The subject parcel is located on the southeast corner of W. Elkhorn Ave. and S Howard Ave., approximately 15.70-miles northwest from the City of Lemoore.
