Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.

      All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager, A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount.  All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected. An annual 100 percent Material and Labor Bond and an annual 100 percent Performance Bond must be filed with the Contract Documents for the initial year of this Contract and on or before the start of any extension period.  The bonds must be approved by the City before the Contractor enters upon performance of the Work.  In no event shall the bonds securing materials and labor, and performance respectively, provided during the life of this Contract, total less than 100% of the amount payable by City.

Bidders are advised that, as required by the Fresno Municipal Code, the city has established a National Targeted Worker mandatory participation level.

Bidders are advised that as required by the Fresno Municipal Code, the City of Fresno is implementing new National Targeted Worker requirements for public work of improvement contracts over $200,000. The mandatory participation level for National Targeted Workers is 15%.

NOTICE OF INTENT TO ADOPT A FINAL ENVIRONMENTAL IMPACT REPORT FOR THE CITY OF CLOVIS LANDMARK COMMONS CIVIC CENTER NORTH PROJECT

NOTICE OF PUBLIC HEARING

Notice is hereby given, that a public hearing will be held by the City Council of the City of Clovis on Monday, July 9, 2018 at 6:00 p.m., or as soon thereafter as the matter can be heard, in the Council Chambers at City Hall, 1033 Fifth Street, Clovis, California, in order to consider the City of Clovis Landmark Commons Civic Center North Project in accordance with the California Environmental Quality Act.

Project Location and Description: The proposed Landmark Commons Civic Center North Project (project) consists of construction and operation of a new senior activity center and clinic, public library, transit center, and associated parking and landscaping. The proposed project would be developed in multiple phases with full build‐out anticipated in 2020. The 5.33‐acre project site is located in the City of Clovis, Fresno County, on the north side of Third Street, between Clovis Avenue and Osmun Avenue.  The proposed project is a mixed‐use development consisting of community and public uses including a library. The county library would be moved from its current location in the Clovis Civic Center.  The two primary objectives for the proposed project are to accommodate the community’s expanding needs for civic facilities located in central Clovis and optimize public transit, pedestrian, and bicycle access to the site.

Environmental Determination:  The City of Clovis (City) has completed a Draft and Final Environmental Impact Report for the Landmark Commons Civic Center North Project. This project updates affect lands within the City’s 2014 General Plan planning area.  The City prepared an Initial Study for the project and determined that a focused EIR should be prepared to analyze impacts related to air quality, greenhouse gases, noise, and transportation and traffic.

Potential Project Impacts: Based on the Draft EIR, the project could have significant environmental effects related to air quality, greenhouse gas emissions and energy, noise, transportation and traffic, and cumulative impacts. As described in the Draft EIR all these impacts can be fully mitigated. 

Public Review: The 45 day public comment period for the Draft EIR began on Friday, April 6, 2018 and ended on Monday, May 21, 2018.   Comments received during the comment period were responded to and those comments and responses are included in the Final EIR.   

Copies of the Draft and Final EIR may be reviewed or obtained at the City of Clovis Planning and Development Services Department, 1033 Fifth Street, Clovis, CA, 93612, telephone (559) 324-2340. The Draft and Final EIR may also be reviewed online at www.cityofclovis.com or at the Clovis Regional Library, 1155 Fifth Street, Clovis, CA 93612.
