Plaintiff, THE STATE OF CALIFORNIA, acting by and through the State Public Works Board, alleges that:

1.                  The State Public Works Board (“Board”) is, and at all times herein mentioned has been, by law vested with authority to exercise in the name of the State of California, with the consent of the California High-Speed Rail Authority, the power of eminent domain for the purpose of acquiring property necessary for high-speed train system purposes, a public use.

2.                  After notice pursuant to Code of Civil Procedure section 1245.235, at a meeting of the Board duly and regularly convened at Sacramento, California, on August 12, 2016, the Board, pursuant to Code of Civil Procedure sections 1245.210 through 1245.270, duly and regularly passed and adopted Resolution of Necessity No. 2016-0117, declaring that certain real property or an interest therein is necessary for high-speed train system purposes and is to be acquired by plaintiff pursuant to the Property Acquisition Law, commencing with Government Code sections 15853 and 15854, and that plaintiff is authorized to acquire that property in fee simple absolute unless a lesser estate is described herein for a proposed high-speed train system project.  The Board has found and determined and in its resolution declared:

(a)               The public interest and necessity require the project.

(b)              The project is planned or located in a manner that will be most compatible with the greatest public good and the least private injury.

RESOLUTION NO. 2399

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOWLER OF INTENTION TO LEVY AND COLLECT THE ANNUAL ASSESSMENTS FOR LANDSCAPING AND STORM DRAINAGE FACILITIES MAINTENANCE DISTRICT NO. 1

RESOLVED, by the City Council of the City of Fowler, County of Fresno, California, that:

1.      It is the intention of the said Council to order the levy and collection of assessment under the Landscaping and Lighting Act of 1972, part two of Division 15 of the Streets and Highways Code (beginning with Section 22500 of said code and herein the “act”) for the Landscaping and Storm Drainage Facilities Maintenance District No. 1 of the City of Fowler for fiscal year 2018-2019.

2.      The territory of City Landscaping and Storm Drainage Facilities Maintenance District No. 1 is comprised of various territories generally located on the attached vicinity map which is the real property benefited and to be assessed for the maintenance and operation of the landscaping facilities of Landscaping and Storm Drainage Facilities Maintenance District No. 1 generally described in Exhibit A attached hereto and by reference incorporated herein.

3.      The City Engineer has prepared and filed with the Clerk of the City of Fowler a report labeled Engineer’s Report of the City of Fowler Landscaping and Storm Drainage Facilities Maintenance District No. 1, dated May 2018 to which reference is hereby made by a description of the existing improvements, the boundaries of the assessment district and any zones therein (including the general location), and the proposed assessment upon assessable lots and parcels of land within Landscaping and Storm Drainage Facilities Maintenance District No. 1.

4.      Notice is hereby given that on the 5th day of June, 2018 at the hour of 7:00 p.m. in the regular meeting place of the City Council of the City of Fowler Council Chambers City Hall, 128 S. Fifth Street, Fowler, California, 93625 are hereby fixed as the time and place when and where all interested persons shall be heard on the question of the levy and collection of the proposed assessments.

5.      A copy of this Resolution shall also be published once prior to the hearing in a newspaper of general circulation within the City of Fowler, at least 10 days prior to the public hearing.

I hereby certify that the foregoing is a full, true, and correct copy of a Resolution duly and regularly adopted by the City Council of the City of Fowler at a meeting thereof held on the 15th day of May, 2018, by the following vote:

NOTICE OF INTENT TO ADOPT A

MITIGATED NEGATIVE DECLARATION

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7444 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 7444 and UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3611 filed by FOREFRONT POWER, LLC, proposing to allow a 1.65 megawatt photovoltaic solar power generation facility with related improvements on an approximately 9-acre portion of a 20.17-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District.  The project site is located on the west side of S. McCall Avenue approximately 1,915 feet south of its intersection with Manning Avenue and 1,363 feet northeast of the nearest city limits of the City of Selma (9375 S. McCall Avenue, Selma) (SUP. DIST. 4) (APN 358-021-74).  Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7444, and take action on Unclassified Conditional Use Permit Application No. 3611 with Findings and Conditions.

(hereafter, the “Proposed Project”)

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project.  The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7444 and the draft Mitigated Negative Declaration, and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

INFOR ENTERPRISE ASSET MANAGEMENT (EAM)

IMPLEMENTATION SERVICES

REQUEST FOR PROPOSALS NO. 3608

The City of Fresno, acting through its Department of Public Utilities (DPU) and Department of Public Works (DPW), invites the submission of proposals from firms with expertise and experience in the implementation and integration of Infor Enterprise Asset Management (EAM) – Enterprise Edition, Version 11.3, for the City of Fresno.

DPU and DPW currently use two different Computerized Maintenance Management Systems (CMMS), Infor Enterprise Asset Management and Infor Hansen (Hansen).  DPU Wastewater Management Division (WMD) currently uses EAM to manage vertical assets at the Regional Wastewater Reclamation Facility (RWRF).  Hansen, version 7, is currently being used in DPU Sewer Collections and DPW Streets and Landscape Maintenance to manage horizontal assets. 

DPU and DPW seek to eliminate the use of Hansen and have acquired the rights to use Infor Enterprise Asset Management version 11.3, as the enterprise asset management solution that it wishes to implement.  Infor EAM contains various core modules, including, without limitation, Work Management, Asset Management, Project Management, Materials Management, and Safety Management.  The extent to which they will be activated will depend upon the results of the design phase conducted by the proposer selected pursuant to this solicitation document.

Infor EAM will be used to manage the Department of Public Utilities Wastewater Division’s Environmental Services and Sewer Collections sections, Water Division’s Production, Distribution, Water Quality, Meter Shop, Conservation, and Electrical sections, Surface Water Treatment Plant (SWTP), and to manage warehouse inventory.  Infor EAM will also be used to manage the Department of Public Works Streets and Landscape Maintenance Divisions.

The desired services include, but are not limited to the following:  Business Requirements Development, System Integration, Project Management, Solution Configuration, Data Migration, Maintenance and Support; Testing and Acceptance; Inventory and Barcoding; and Training and Knowledge Transfer.

Infor EAM, version 11.3, is a new software system to the DPU Water Division, and DPW Streets and Landscape Maintenance Divisions and no other EAM version upgrades will be needed.  However, implementation must fully integrate with several software applications used by the City of Fresno such as PeopleSoft Financial Management solution, Accela’s Citizen Resource Management application (FresGo), Geographic Information System (GIS), Supervisory Control and Data Acquisition (SCADA), and Naviline systems as further described in this RFP.

Companies with demonstrated experience in this area, and with interest in making their services available to the City of Fresno, are invited to respond to this RFP.  Certified Infor Alliance Partners are preferred, but not required.

Proposals will be evaluated in accordance with the criteria and procedures described in this document. The City will short-list qualified Proposers and request demonstrations of Infor EAM critical functions specified by the City. A recommendation will be submitted to City Council for approval. The City will award the Implementation Services to the most advantageous Proposer based on the cost and the evaluation factors set forth in the RFP.

Proposals are to be submitted at the Office of the Purchasing Manager of the City of Fresno, 2600 Fresno Street, Room 2156, Fresno, CA 93721 prior to the opening at 3 p.m. on Tuesday, June 26, 2018, at which time they will be publicly opened and recorded.

All proposals must be made on the proposal forms provided by the Purchasing Manager and must be accompanied by a deposit in the amount of Five Thousand dollars ($5,000) in the form of a Cashier’s or Certified Check, an irrevocable letter of credit, or a certificate of deposit, or a bidder’s bond of a corporate surety, authorized by the California Insurance Commissioner to do business in the State of California, payable and acceptable to the City of Fresno.  All deposits will be held until a Contract has been executed with the successful Proposer or all proposals have been rejected.

The City of Fresno hereby notifies all Proposers that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation or on any other basis prohibited by law.
